Familieråd: Hvordan saksbehandlere i den kommunale barneverntjenesten bidra til at barn opplever å ha medvirkning og innflytelse i familieråd?

Abstract

Temaet for denne oppgaven er familieråd. Familieråd er en strukturert metode for å avholde møter mellom familier og offentlige instanser, hvor målet er at familien og nettverket finne løsninger sammen. Bruken familieråd er økende innen norsk barnevern, men det er mangel på forskning som redegjør for barns deltakelse og opplevelse av familieråd. Problemstillingen for denne oppgaven er hvordan saksbehandlere i den kommunale barneverntjenesten kan bidra til at barn opplever å ha medvirkning og innflytelse i familieråd. Oppgaven bruker litteraturstudium som metode for å besvare problemstillingen. Kunnskapsgrunnlaget til oppgaven er teori om barns medvirkning, forskingsartikler om temaet og det juridiske aspektet ved barns medvirkning. Oppgaven diskuterer hvordan saksbehandlere kan påvirke barns medvirkning gjennom hele forløpet i familierådsmetoden. Selv om det redegjøres for flere forslag for hvordan en saksbehandler kan fremme barns medvirkning i familieråd, så kan det ikke tas stilling til om disse forslagene faktisk bidrar til barns medvirkning i familieråd, da det ikke finnes tilstrekkelig forskning for å støtte dette.

The theme for this thesis is family group conferences. Family group conferences is a method of arranging meetings between families and public bodies, where the goal is for the family to find solutions together. The use of family group conferences is increasing within Norwegian child protective services, but there is a lack of research that studies children's participation and experience with family group conferences. The scientific question for this assignment is how social workers within the child protective services can contribute to children’s participation and influence in family group conferences. The thesis uses literature study as method to answer the scientific question. The knowledge base for the thesis is theory about children's participation, research articles on the subject and the legal aspect of children's participation. The thesis discusses how caseworkers can influence children's participation throughout the process in family group conferences. Although several proposals are suggested for how a caseworker can promote children's participation in family group conferences, it cannot be determined whether these proposals actually contribute to children's participation in family group conferences, as there is not sufficient research to support this.
