Det kommunale barnevernets arbeid med barn og unge som viser skadelig seksuell atferd

Abstract

Barn og unge er en sårbar gruppe som hele samfunnet er opptatt av å beskytte og sikre på best mulig måte. Det er bred kunnskap og mye erfaring knyttet til hjelpearbeidet rettet mot barn og unge som blir utsatt for seksuelle krenkelser eller overgrep – men hva skjer i de tilfellene barnet har rollen som utøver? Denne bacheloroppgaven utforsker barnevernets forebyggende praksis ovenfor barn med skadelig seksuell atferd, og har følgende problemstilling

Hvordan kan profesjonsutøveren i det kommunale barnevernet tilnærme seg barn og unge med skadelig seksuell atferd på en forebyggende måte.

Litteraturstudie som metode er valgt for belyse temaet, og metodevalget har bidratt til å forstå problemstillingen fra flere perspektiver. Oppgaven ser nærmere på hva skadelig seksuell atferd er, hvem barnet eller ungdommen er, behandling, betydningen av forebyggende barnevernspraksis, juridiske rammer og samtale med barn.

Denne studien finner at profesjonsutøveren i det kommunale barnevernet har en viktig rolle i arbeidet med barn og unge som viser skadelig seksuell atferd. Videre viser det seg at det bør rettes fokus mot forebygging av skadelig seksuell atferd, både til det beste for utøveren, offeret og samfunnet forøvrig. Studien finner også at mangel på kartleggingsverktøy og behandlingsmuligheter er en faktor som preger det forebyggende arbeidet. En hemmende faktor for forebyggingen er manglende kompetanse om gruppen. Videre finner studien primær forebygging og tverrfaglig samarbeid som fremmende faktorer i forebyggingen. Til slutt viser studiens funn at tilnærmingen til barn og unge, tilrettelegging for medvirkning i relasjonen, samt bruken av sosialfaglige ferdigheter kan påvirke effekten forebyggingen.

Children and adolescents is a vulnerable group that the whole society is eager to protect and secure in the best possible way. There is a lot of cognition and experience attached to the relief work pointing towards children and adolescents exposed to sexual violation and abuse – but how does the professional perform when the child is the practitioner? This bachelor thesis explores the preventive work amongst the municipal child welfare services practice for children with harmful sexual behavior, and has the following issue: How can the professional in the municipal child welfare services approach children and adolescents with harmful sexual behavior in a preventive way? The literature study as a method is chosen to elucidate the theme, and the choice of method has been helpful to understand the thesis’s issue from several perspectives. The thesis looks into what harmful sexual behavior is, who these children or adolescents are, treatment, the importance of a preventive child service practice, legal frameworks and how to approach the children.

The study finds that the professional in the municipal child welfare services has an important role in the work pointing towards children and adolescents that shows harmful sexual behavior. It also appears that the focus should be pointed towards preventing harmful sexual behavior, both for the benefit of the practitioner, victim and the society. Furthermore the study finds that a lack of mapping tools and treatment options is a factor that characterize the preventative work. The lack of knowledge about the group seems to be an inhibitory factor. Furthermore the study finds primary prevention and interdisciplinary collaboration as a contributing factor. At last the findings of the study finds that the approach towards children and adolescents, facilitating participation and the use of professional skills can affect the effect of the prevention.
