Medvirkningsbegrepet har blitt godt etablert innen planlegging og byutviklingspraksis i norske kommuner. Samtidig er det utfordringer knyttet til hvor sterk innflytelse innbyggerne har gjennom de formelle arenaene som mye medvirkningen foregår på. Som et tiltak for å øke innbyggerinvolveringen har Trondheim kommune gjort strategiske grep og tiltak for å utforske nye og alternative former for medvirkning som kan favne bredt i befolkningen. Ved å kartlegge disse ulike formene kan det gi innsikt i hvilke metoder og verktøy som trengs for å fange opp både de som ekskluderes, og av ulike grunner ekskluderer seg selv i byutviklingen. Nyhavna i Trondheim står ovenfor en omfattende transformasjonsprosess, og anses for å være det viktigste området for å løse noe av fortettingsproblematikken som byen står ovenfor med en stadig befolkningsvekst. Gjennom å se på mangfoldet av medvirkningsformer som benyttes av kommunen i byplanlegging, vil en casestudie av medvirkningsprosjektet «Hendelser på Nyhavna» forsøke å gå i dybden på hvordan et alternativt deltagelsesinitiativ kan gi liv til offentlige debatter om hva sentrumsområdene skal bety for Trondheim i fremtiden. En slik prosess innebærer at det er mange interesser og hensyn som må tas, samtidig som man forsøker å finne gode løsninger for medvirkning. Denne oppgaven vil derfor studere nærmere hvilke utfordringer som kan oppstå når innbyggere og aktører involveres i byutviklingsprosjekter av denne størrelsen. I møte med markedskreftene som i stor grad styrer mye av byutviklingen, er lokal sivilsamfunnskunnskap den viktigste ressursen for å ivareta og videreutvikle gode urbane bymiljø. Det viktigste strategiske virkemidlet som brukes av kommunen for å søke lokal innsikt om innbyggernes preferanser og ønsker i byutviklingsarbeid, er ulike former for medvirkning.

The concept of participation has been well established in planning and urban development practice in Norwegian municipalities. At the same time, there are challenges related to how strong the influence of the citizens is through the formal arenas in which a lot of participation takes place. As a measure to increase citizen involvement, Trondheim municipality has taken strategic steps to explore new and alternative forms of participation that can embrace the general population. By mapping these different forms, it can provide insight into what methods and tools are needed to capture both those who are excluded, and for various reasons exclude themselves in urban development. Nyhavna in Trondheim is facing an extensive transformation process, and is considered to be the most important area for solving some of the densification problems that the city is facing with a steady population growth. By looking at the diversity of forms of participation used by the municipality in urban planning, a case study of the participation project "Events at Nyhavna" will try to go in depth on how an alternative participation initiative can give life to public debates about what the downtown areas in the city should mean for Trondheim in the future. Such a process means that there are many interests and considerations that must be taken into account, and at the same time trying to find good solutions for participation. This thesis will therefore study in more detail the challenges that can arise when the public and different actors are involved in urban development projects of this size. In the face of market forces that largely control much of urban development, the local knowledge is the most important resource for maintaining and further developing a good urban environment. The most important strategic tool used by the municipality to seek local insight into the citizens' preferences and wishes in urban development work is various forms of participation.
