Kommunesammenslåing. Business as usual? Casestudie av kommunesammenslåing - Rissa og Leksvik til Indre Fosen kommune.

Abstract

I løpet av 2017 og 2018 ble tolv norske kommuner til fire. Disse kommunene var først ut i den norske kommunereformen, som ble initiert av Solberg-regjeringen i 2013. Denne studien tar for seg sammenslåingsprosessen mellom Leksvik og Rissa, som i 2018 ble til Indre Fosen kommune. Et av hovedmålene for reformen er at de nye kommunene skal få styrket økonomisk bærekraft. Studien undersøker om kommunene Leksvik og Rissa la strategiske planer for å nå dette målet, fra vedtak om sammenslåing i 2015 og gjennom de to første driftsårene av Indre Fosen kommune. Gjennom intervjuer og dokumentanalyser viser studien at kommunen både får svekket sin strategiske stilling, og økonomiske bærekraft i løpet av disse fem årene. Relevant forskning viser at flere av de sammenslåtte kommunene har lignende utfordringer. En av forklaringene er at kommunene hamstrer inn mot sammenslåing, og at kommunen får kapasitetsutfordringer med å gjennomføre strategisk arbeid. Studien viser at det er samsvar mellom funn fra denne forskningen og funn i denne studien. Det ser også ut til at sammenslåingsprosessen mobiliserer flere interessentgrupper, og at kommunens administrasjon ser behovet for å prioritere HR-arbeid over planarbeid inn mot sammenslåing.

During 2017 and 2018, twelve Norwegian municipalities merged, and became four. These municipalities where the first appeared in the Norwegian municipal reform, which was initiated by the Solberg government in 2013. This study deals with the merger process between Leksvik and Rissa, which in 2018 became the municipality of Indre Fosen. One of the main goals of the reform was to gain more economic sustainability. The study examines whether the municipalities of Leksvik and Rissa laid strategic plans to achieve this goal. Through interviews and document analyzes, the study shows that the municipality will weaken both its strategic position and economic sustainability during these five years. Relevant research shows that other merged municipalities face similar challenges. One of the explanations is that the municipalities are hoarding resources, and that the municipality is having capacity challenges in carrying out strategic work. The study shows similarities between findings from other research, and this case study. It also appears that the merger process mobilizes stakeholders, and that the municipality's administration sees the need to prioritize HR work over planning towards merger.
