En case-studie av hvordan migrasjonskrisen påvirket EUs sikkerhetspolitikk

Abstract

Migrasjonskrisen fra 2015 tydeliggjorde flere mangler ved EUs sikkerhetspolitiske samarbeid. Dette var en krise som førte med flere utfordringer, og den sikkerhetspolitiske virkeligheten ble på bakgrunn av dette satt i ubalanse. Unionen som var under et ekstremt press, ble kritisert for dårlig koordineringer og reaksjonsevne, men også for uklarhet mellom nasjonal suverenitet og EU-nivå. På grunn av migrasjonskrisen ble EU nødt til å tilpasse seg den nye virkeligheten med å fremme tiltak, endringer og reformer. Denne oppgaven tar for seg et komplekst og mellomstatlig samarbeidsområde; EUs sikkerhetspolitikk. Studiens problemstilling er: Hvordan påvirket migrasjonskrisen EUs sikkerhetspolitikk? I denne studien utføres det en case-analyse av migrasjonskrisen for å undersøke dens påvirkning på EUs sikkerhetspolitikk. Case-studien bidrar til å drøfte og analysere EUs oppnåelser som sikkerhetspolitisk aktør under migrasjonskrisen, men også andre problemstillinger tilknyttet EUs sikkerhetspolitiske rolle fra 2015-2020. Hovedsakelig diskuterer oppgaven om EUs sikkerhetspolitiske handlinger under migrasjonskrisen kan reflektere en enhetlig politikk og normativ makt. Analysen viser til et sikkerhetspolitisk potensiale som er voksende og positivt, men at den hviler på balansen mellom nasjonal suverenitet og EU-nivå. Medlemslandenes og Unionens reaksjon som er uavhengig av hverandre tydeliggjør dette poenget. EU har en viktig rolle innenfor humanitær hjelp og er en viktig aktør innenfor det internasjonale markedet. Dette er en analyse med mål om å skape nye forståelser rundt migrasjonskrisens påvirkning på EUs sikkerhetspolitikk.

The migration crisis from 2015 highlighted the lack of cooperation in the EU's security policy. This was a crisis that led to several challenges and an unbalanced security policy. The Union, which was under extreme pressure, was criticized for poor coordination and response, not to mention, the ambiguity between national sovereignty and the EU. Due to the migration crisis, the EU had to adapt to the new reality of promoting measures, changes and reforms. This thesis will address the complex and intergovernmental area of cooperation; the EU’s security policy. The research question that will be discussed is: How did the migration crisis affect the EU's security policy? In this study, a case analysis of the migration crisis is carried out to examine its impact on the EU’s security policy. The case study contributes to discussing and analyzing the EU's achievements as a security policy institution during the migration crisis, while also addressing other issues related to the role of the EU security policy from 2015-2020. Mainly this thesis discusses whether the actions accomplished by the EU’s security policy during the migration crisis can reflect a unified policy and normative power. The analysis reveals a potential growing and positive security policy; however, it rests on the balance between national sovereignty and the EU level. The reaction of the member States and the Union, which was independent of each other, clarifies this point. The EU has an important role to fulfil in humanitarian aid and is an important institution in the international market. This analysis aims to provide new understandings about the impact of the migration crisis on the EU's security policy.
