Politisering og sikkerhetifisering av Nord Stream 2

Abstract

Dette er en analyse av et stadig mer aktuelt tema innad i EU; politisering og sikkerhetifisering. Den vil benytte Nord Stream 2 som en casestudie. Oppgaven tar for seg problemstillingen «Hvordan har Nord Stream 2 blitt politisert og hvorvidt er det blitt sikkerhetifisert». Her vil det bli redegjort for utbyggingen av Nord Stream og Nord Stream 2 og den store debatten som kom som en følge av Nord Stream 2, og fortsatt pågår. Oppgaven bygges ut ifra tre hoved elementer; konstruktivisme som teoretisk rammeverk, og politisering og sikkerhetifisering som teorier. Den vil også ta utgangspunkt i tre forhold som vil bli vurdert opp imot teoriene; EUs medlemsland og USA sine holdninger til Nord Stream 2, og til slutt fengslingen av den russiske opposisjonslederen Navalnyj. Ved å vurdere disse sakene med de ovenfornevnte teoriene, kommer oppgaven frem til at Nord Stream 2 har blitt politisert gjennom en økt polarisering innad i EU, på en rekke områder som; holdninger til Russland, økonomi og sikkerhet. I tillegg vil det bli gjort en vurdering som skal fortelle noe om hvorvidt Nord Stream 2 er blitt sikkerhetifisert. Ettersom prosjektet er blitt mye omtalt i sammenheng med sikkerhet, enten det er; økonomisk, energi sikkerhet eller militærsikkerhet så har det ifølge Copenhagen School of International Relations blitt relativt sikkerhetifisert. I tillegg legges det frem handlinger, utført av prosjektets opponenter, som bygger unner teorien om sikkerhetifisering og viser en høy grad av sikkerhetifisering.

This is an analysis of an increasingly relevant topic within the EU, politicization, and securitization. It will use Nord Stream 2 as a case study. The thesis addresses the issue "How has Nord Stream 2 been politicized and whether it has been securitized". The thesis will be going through of the development of Nord Stream and Nord Stream 2 and the great debate that came as a result of Nord Stream 2 and is still ongoing. The thesis is based on three main elements: constructivism as a theoretical framework, and politicization and securitization as theories. It will also be based on three factors that will be assessed against the theories: The EU member states and the United States' views on Nord Stream 2, and finally the imprisonment of Russian opposition leader Alexei Navalnyj. By assessing these issues with the above theories, the thesis concludes that Nord Stream 2 has been politicized through increased polarization within the EU, in a number of areas such as attitudes to Russia, the economy and security. In addition, an assessment will be made that will tell something about whether Nord Stream 2 has been securitized. As the project has been widely discussed in the context of security, whether it is economic, energy security or military security, according to the Copenhagen School of International Relations, it has become relatively securitized. In addition, actions are presented, carried out by the project's opponents, which build on the theory of securitization and show a high degree of securitization.
