dc.description.abstractDenne oppgaven ser på dagens ordning for å beregne de samfunnsøkonomiske kostnadene av et strømbrudd, KILE-satsene. KILE-satsene benyttes til å regulere nettselskaper og vurdere nytte-kostnadsforholdet i utbyggingen av strømnettet i Norge. Vår hypotese er at dagens metode overestimerer de samfunnsøkonomiske kostnadene av et strømbrudd i handels- og tjenestenæringen i Norge. Vi tar utgangspunkt i en produktfunksjon og utvikler en alternativ metode for å estimere kostnadene av et strømbrudd. Med makrodata fra Norge mellom 2008 og 2017 estimerer vi alternative satser for kostnadene av et strømbrudd. For å sammenligne resultatene våre med dagens KILE-satser benytter vi data for strømbruk fra Nord Pool i perioden 2013 til 2019 og regner ut gjennomsnittlig timesforbruk for handel- og tjenestenæringen. Modellen benyttet i denne oppgaven estimerer et betydelig lavere samfunnsøkonomisk tap enn dagens satser. Resultatene våre er i tråd med hypotesen vår, at dagens KILE-satser overestimerer den samfunnsøkonomiske kostnadene av et strømbrudd i handels- og tjenestenæringen
dc.description.abstractThis thesis examines the current method of calculating the economic costs of a power outage, KILE. KILE is used by the Norwegian government in regulating the operations of the electrical grids in Norway, and in calculating the cost – benefit ratio of expanding the electrical grid. We hypothesize that the current method overestimates the economic costs of a power outage in the market for goods and services. We use a production function to develop an alternative method of calculating the economic costs of an outage. With macro-data from Norway in the period from 2008 to 2017 we create alternative cost estimates of power outages in Norway. In order to compare our estimates with KILE we have collected data from Nord Pool from 2013 to 2019 and calculated the average hourly electricity consumption. The model presented in this paper estimate a considerably lower economic loss compared to today’s KILE. Our results support our hypothesis, that the current method overestimates the economic costs of a power outage in the marked of commodities and services.
