Ineffektivitet i bygge- og anleggsbransjen - En kvalitativ studie av årsaker til effektivitetsproblemer i bransjen

Sammendrag
Bygge- og anleggsbransjen er kjent som en av minst produktive bransjene i Norge, samtidigsom den er kompleks og tradisjonsbundet. Det viser seg at bransjen ikke henger med på denteknologiske utviklingen, spesielt med tanke på at effekten av digitale verktøy ogarbeidsmetoder uteblir. Det har kommet flere nye, lovende verktøy på markedet, og det finnesen generell oppfatning at disse skal gi fordeler til bransjen i form av effektivitet. Likevelopplever byggenæringen redusert produktivitet. Hva kan være årsakene til at effektivitet ikkeoppnås? Dette forsøker denne studien å besvare gjennom problemstillingen; «Hva er årsaken til at den norske byggenæringen er et av landets minst effektivebransjer?»
For å kunne besvare denne problemstilling er det valgt å benytte et kvalitativtforskningsopplegg med et fenomenologisk design, hvor data ble samlet inn gjennom en-til-enintervju.Det ble benyttet en abduktiv tilnærming, hvor datainnsamling og utarbeidelse av detteoretiske rammeverket foregikk parallelt. Gjennom studien er 12 informanter, fordelt på 10intervju, undersøkt. Informantene representerer ulike aktører fra den norske byggenæringen, ogdet er deres erfaringer om bransjens effektivitet som er studiens fokusområde.
Denne masteroppgaven begynner med en introduksjon av studiens formål og bakgrunnen forvalg av tema. Deretter blir byggebransjen og dens prosesser, aktører og organisering beskrevet.Neste kapittel tar for seg byggenæringens effektivitet, med teori om hvordan læring, tidligfase,samspill og teknologi påvirker effektiviteten. Deretter blir resultatet presenter, for så drøftetopp mot teorien i analysen. Studien avsluttes med en konklusjon og avsluttende tanker omfenomenet ineffektivitet.
Studiens resultater viser først og fremst at informantene har en relativ lik forståelse av hvabegrepet effektivitet omfatter, og generelt sett mener informantene at den norskebyggenæringen er noenlunde effektiv, men med rom for forbedringer. På spørsmål om hva somer byggebransjens største utfordringer med effektiviteten, forklarer informantene at det er flereulike årsaker til dette. I grove trekk erfarer informantene at valg av entrepriseform har noe å sifor effektiviteten, og anbefaler mer bruk av samspillsentrepriser. Videre erfarer de atbyggebransjen bruker for liten tid i tidligfase av byggeprosjektene til planlegging ogprosjektering. Dessuten inkluderes relevante aktører for sent i prosessen, og får ikke delt sinkompetanse med byggherre. Aktørenes samspill har mye å si for effektiviteten, og denne erifølge informantene ikke alltid optimal. Her drøfter informantene tradisjonell tankegang,manglende samarbeid, fordommer og dårlig kjemi opp mot fordelene av respekt for hverandre,gjensidig tillit og læring mellom prosjektene.
Videre viser resultatet at byggebransjens mange lovverk og forskrifter til stadighet er i endring,og det kan være forvirrende å holde styr på alt. Samtidig finnes det flere ulikeklassifiseringssystemer for bygg, og rigorøse kontrollsystemer byggebransjen selv har påførtseg. Overdokumentering og bruken av advokater nevnes også som årsaker. I tillegg til detteforteller informantene at dårlig prosjektstyring, ansvarsfraskrivelser og dårlig kommunikasjoner utfordringer de må hanskes med. Dette inkluderer igjen nedprioriterte arbeidsoppgaver ogslurvete arbeid, dårlige arbeidsgrunnlag og manglende dialog.
Til slutt erfarer informantene at det stadig utvikles nye og effektive digitale verktøy til bruk ibyggebransjen. Likevel mener de at det noen ganger kan bli for mye av det gode, hvor avansertesystemer er til mer bry enn hjelp. Det fortelles at flere bedrifter utvikler egne digitale systemerbasert på eksisterende verktøy, noe som fører til individuell, og ikke felles, effektivitet. The construction industry is known as one of the least productive industries in Norway,simultaneously being complex and traditionally bound. It turns out that the industry does notkeep up with technological developments, especially considering that the effects of digital toolsand working methods are lacking. There are several new, promising tools on the market, andthere is a general belief that these will provide benefits to the industry in terms of efficiency.Nevertheless, the construction industry is experiencing reduced productivity. What might bethe reasons why efficiency is not achieved? This study attempts to answer this through theproblem statement; “What are the reasons for why the Norwegian construction industry is one of thecountry's least efficient industries?"
In order to answer this problem, it has been chosen to use a qualitative research method with aphenomenological design, where data was collected through one-to-one-interviews. Anabductive approach was used, where data collection and preparation of the theoreticalframework took place simultaneously. Throughout the study, 12 informants, divided into 10interviews, were examined. The informants represent different actors from the Norwegianconstruction industry, and it is their experience of the industry's efficiency that is the focus ofthe study.
This master thesis begins with an introduction of the purpose of the study and the backgroundfor the choice of topic. Then the construction industry and its processes, actors and organizationare described. The next chapter deals with the efficiency of the construction industry, withtheory on how learning, early-phase, interaction and technology affect efficiency. Then theresults are presented, and then discussed in the analysis using the theory. The study is completedwith a conclusion and some last thoughts about the phenomenon of inefficiency.
The study's results show, first and foremost, that the informants have a relatively similarunderstanding of what the term efficiency encompasses, and in general, the informants believethat the Norwegian construction industry is somewhat effective, but with room forimprovement. When asked what the construction industry's biggest challenges when it comesto efficiency, the informants explain that there are several different reasons for this. In general,the informants find that the choice of contract form has something to say for efficiency andrecommends more use of partnering contracts. Furthermore, they find that the constructionindustry spends too little time planning the construction projects in the early phase. In addition,relevant actors are included too late in the process and aren’t able to share their expertise withthe developer. The interaction between the actors has a lot to say for efficiency, and this,according to the informants, is not always optimal. Here, the informants compare traditionalthinking, lack of cooperation, prejudices and poor chemistry against the benefits of respect,mutual trust and learning between the projects.
Furthermore, the result shows that the construction industry’s many laws and regulations areconstantly changing, and it can be confusing to keep track of everything. At the same time,there are several different classification systems for buildings, and rigorous control systems theconstruction industry itself has applied. Over-documentation and the use of lawyers are alsomentioned as causes. In addition, informants experience that poor project management,disclaimers and poor communication are challenges they must deal with. This in turn includesabandoned and sloppy work, poor work basis and lack of dialogue.
Finally, the informants find that new and efficient digital tools are constantly being developedfor use in the construction industry. Still, they believe that sometimes it can be too much tohandle, where advanced systems are more troublesome than they are helping. Some informantstold that several companies are developing their own digital systems based on existing tools,leading to individual, and not shared, efficiency.
