Abstract
Recent concerns about the frequency quality in the Nordic power system has lead to increased research on hydro turbine governors. Among this research is the use of system identification methods. However, there has been no theoretical validation of the approaches used. To be able to do a theoretical validation a simple test system is needed. In this paper it is described how one can develop such a simple test system using the dc power flow equations. In addition the system is tuned according to parameters given by recent studies to have a realistic frequency response.
