Abstract
Background: Through the project “Strengthened involvement of patients, users and next of kin in inspection of health and care services”, three user representatives participated in the inspection team together with personnel from the Country Governor.

Purpose: The purpose of the study was to investigate what tasks and roles the user representatives had in the inspection process.

Methods: This was a qualitative study using individual and group interviews with the inspection team. Interviews were conducted before, during and after the inspection process.

Result: The results showed that the main task of the user representatives was to contribute to a broader factual base by getting the perspective of the service users and next of kin. The user representatives participated actively in collecting information, but the training they received was viewed as a weak base for participation in the evaluation of findings. The user representatives felt equal, heard and seen and this role was described as new and unknown, limited and poorly defined. Nevertheless, the participation from the user representatives added an extra dimension.

Conclusion: The study showed that the user representative main task was to contribute a larger factual basis. In order for the user representatives to be able to participate more actively in the deviation assessments, they should receive relevant training.
