Frå danninga av den norske nasjonalstaten i 1814 og fram til 1989 var det ikkje eit institusjonelt frittståande nasjonalbibliotek i Noreg. Biblioteket ved Universitetet i Oslo (UB) var i denne perioden også norsk nasjonalbibliotek. Men rollen som norsk nasjonalbibliotek, innan UB si ytre ramme, vart først klart definert då overbibliotekar Axel Charlot Drolsum (1846-1927) leia biblioteket. Han vart tilsett 1870 og var leiar frå 1876 til 1922. Ingen har leia denne institusjonen lenger enn han, og han prega og endra UB på ein heilt annan måte enn nokon tidlegare overbibliotekar. Straks han var i leiarposisjon tok Drolsum strategisk grep andsynes løyvande styresmakter og formulerte eit program for å fremja UB som ein tydeleg og viktig samfunnsinstitusjon. Dette innebar at UB tok på seg nasjonale biblioteksoppgåver som lovpålagt pliktavlevering, etablering av nasjonalbibliografi og skiping av ein eigen avdeling for den norske litteraturen. Drolsum sin innsats for biblioteket var både ei modernisering av institusjonen han leia, eit element i det moderne gjennombrot i tida, og eit bidrag til samtidas nasjonsbygging. Med dette vart det etablert nasjonalbiblioteksfunksjonar i Noreg som i andre nordiske land. Summary of the doctoral thesis
From the founding of the Norwegian nation-state in 1814 and until 1989 Norway lacked an independent national library. The University library in Oslo (UB) had the dual role of university library and national library. The clearly defined role of the national library, however, did not emerge until head librarian Axel Charlot Drolsum (1846-1927) assumed leadership. Drolsum, appointed to the library in 1870, served as head librarian from 1876 to 1922. The longest serving director of this institution, Drolsum influenced and changed UB in a completely different manner than any former head librarian or director. As soon as he assumed leadership, Drolsum took strategic action and launched an ambitious program to promote the library as a distinct and important institution in the Norwegian society. The proposed program included national library functions such as legal deposit, the national bibliography, and a separate section for Norwegian literature in the library. Drolsum’s achievements represent the modernization of the library because he established national library functions in Norway that were comparable to practises in other Nordic countries. The modernization of the library under Drolsum was part of a larger modernization of society and social institutions that contributed to the Norwegian nation building.
