Ein kvalitativ analyse av korleis papirlause migrantar erfarer kvardagslivet sitt i Noreg

Abstract

Denne oppgåva er ein tematisk analyse av korleis papirlause migrantar, frivillige organisasjonar og byråkrati ser på og opplever situasjonen til den fyrstnemnde gruppa i Noreg. Analysen inneberer hovudsakleg erfaringane til dei papirlause migrantane, men og korleis frivillige ideelle organisasjonar og offentlege instansar jobbar for å handsame denne gruppa. Forskinga er basert på intervju med tre papirlause migrantar, to tilsette i frivillige organisasjonar og to tilsette frå statlege instansar som jobbar med problemstillingar kring dette emnet. Det er estimert å bu kring 18 000 personar som er papirlause i Noreg, seier ein rapport laga av SSB (Zhang, 2008). Norsk organisasjon for asylsøkarar (NOAS) si vurdering frå 2015 er at mellom 3000 og 5000 som har budd i Noreg meir enn fem år (NOAS, 2015, 26.mars). Papirlause migrantar er altså ei gruppe menneske som det er umogleg å ha ei presis oversikt over i Noreg. Migrantane møter på betydelege utfordringar i kvardagen i Noreg. Dei har avgrensa tilgang til både sosiale tenester, helsehjelp og andre offentlege tenester. Dette gjer situasjonen til papirlause migrantar svært spesiell. Det krever politisk og samfunnsmessig merksemd for å kome fram til løysingar. I denne oppgåva vil eg gi stemme til nokre av dei papirlause migrantane som bur i Noreg.

This assignment is a thematic analysis of how undocumented migrants, voluntary organizations and bureaucracy view and experience the situation of the first mentioned group in Norway. The analysis mainly involves the experiences of the undocumented migrants, but also how voluntary non-profit organizations and public bodies work to handle this group. The research is based on interviews with three undocumented migrants, staff from voluntary organizations and staff from government agencies that work with issues on the subject about undocumented migrants. It is estimated that there are around 18,000 people who are undocumented in Norway, says a report by Statistics Norway (Zhang, 2008). The Norwegian Organization for Asylum Seekers (NOAS) estimates from 2015 that there are between 3,000 and 5,000 who have lived in Norway for more than five years (NOAS, 2015, 26.March). Undocumented migrants are therefore a group of people that it is impossible to have a precise overview of in Norway. Migrants face significant challenges on a daily basis in Norway. They have limited access to both social services, healthcare and other public services. This makes the situation of undocumented migrants particularly special. Political and social attention is required to arrive at solutions. In this thesis I will try to give a voice to some of the undocumented migrants who live in Norway.
