En Internasjonal Byråkrat? En undersøkelse av Erik Colbans arbeid med Fristaten Danzig og Norges interesser i perioden 1920-1927.

Abstract

Denne oppgaven handler om nordmannen Erik Andreas Colban sitt arbeid med Fristaten Danzig i Folkeforbundssekretariatet. Erik Colban ble i 1919 tilbudt en av direktørstillingen i Sekretariatet av generalsekretær Sir Eric Drummond. Som ansatt i Sekretariat gikk Colban ut av det norske utenriksdepartementet og inn i stillingen som en internasjonal arbeider som skulle jobbe på vegne av Forbundet. På den måten kunne ikke Colban motta instruksjoner fra det norske utenriksdepartementet knyttet til arbeidet i Sekretariatet. Arbeidsoppgavene til denne kommisjonen var å sørge for at bestemmelsene i Versaillestraktaten og andre avtaler mellom Polen og Danzig var fulgt, samtidig som kommisjonen måtte passe på at de polske minoritetene i området ikke ble undertrykt. Kommisjonens og Forbundets arbeid med Fristaten Danzig var komplisert, foregikk i sentrum av Europa og handlet ikke bare om polske og tyske interesser, men også i noen grad om stormaktenes.

Denne avhandlingen undersøker hvordan den norske diplomaten Erik Colban ble involvert i arbeidet med spørsmål om Fristaten Danzig og hvorvidt- og eventuelt i hvilken grad- det norske utenriksdepartementet var trukket inn. Underforstått søker oppgaven å gi svar på om Colban også ivaretok eller respektere norske interesser, eller om han virkelig var en internasjonal byråkrat som jobbet på vegne av Folkeforbundet. I denne avhandlingen har det blitt brukt saksdokumenter om Fristaten Danzig og korrespondanse mellom Erik Colban og generalsekretær Sir Eric Drummond fra The UN Archives Geneva for å kunne si noe om Colbans arbeid som direktør. Dokumenter og korrespondanse fra Utenriksdepartementets arkiv har også blitt analysert for å kunne si noe om relasjonen mellom Colban og sentrale personer i det norske utenriksdepartementet. Ved å gjøre dette vil oppgaven gi leseren en forståelse av Erik Colbans arbeid som direktør og hva dette arbeidet innebar samtidig som det vil være med på å gi en forståelse av det norske utenriksdepartementets relasjon til Folkeforbundet.

This thesis examines the work of the Norwegian diplomat Erik Andreas Colban with the Free City of Danzig in the Secretariat of the League of Nations. In 1919, Erik Colban was offered one of the directors’ positions in the Secretariat by Secretary-General Sir Eric Drummond. By accepting the position, Colban transitioned from the Norwegian Ministry of Foreign Affairs to an international role where he was to work on behalf of the League. Consequently, Colban could not receive instructions from the Norwegian Ministry of Foreign Affairs related to his work in the Secretariat. The responsibilities of this commission included ensuring that the provisions of the Treaty of Versailles and other agreements between Poland and Danzig were followed, while also safeguarding the Polish minorities in the area were not oppressed. The commissions and the League’s work with the Free City of Danzig was complex, situated in the heart of Europe, and concerning not only Polish and German interests but also those of the major powers to some extent.

This thesis investigates how the Norwegian diplomat Erik Colban became involved in matters concerning the Free City of Danzig and to what extent the Norwegian Ministry of Foreign Affairs was involved. Implicitly, the study aims to determine whether Colban also safeguarded or respected Norwegian interests, or if he truly acted as an international bureaucrat working on behalf of the League of Nations. I this thesis, documents on the Free City of Danzig and correspondence between Erik Colban and Secretary-General Sir Eric Drummond for The UN Archives Geneva have been used to shed light on Colban’s work as a director. Additionally, documents and correspondence from the archives of the Norwegian Ministry of Foreign Affairs have been analyzed to provide insight into the relationship between Colban and key figures in the Norwegian Ministry of Foreign Affairs. By doing so, this study will give the reader an understanding of Erik Colban’s work as a director and what this role entitled, while also providing insight into the relationship between the Norwegian Ministry of Foreign Affairs and the League of Nations,
