Erfaringer med østeuropeiskarbeidskraft i byggenæringen

Abstract

I denne masteroppgaven undersøker jeg hvordan representanter fra fagforeninger forstår utfordringene med østeuropeiskarbeidskraft i byggebransjen. Problemstillingen i denne oppgaven er. Hvordan forstår representanter fra fagforeningene utfordringene med østeuropeiskarbeidskraft i byggenæringen? Analysen er basert på kvalitative intervju med tillitsvalgte i bedrift og representanter fra fagforeninger som deltakere.

Analysen viser hvilke utfordringer deltakerne trekker frem med østeuropeiske arbeidsinnvandrere i byggebransjen, i tillegg til strategier for å håndtere utfordringene. I analysen har jeg benyttet meg av Lamonts teori om symbolske og sosial grenser, i tillegg til Lysgaards teori om arbeiderkollektivet.

Hovedfunnet i denne oppgaven er at representantene i fagforeningene forstår utfordringene med østeuropeiskarbeidskraft på to ulike måter. Den første måten de forstår utfordringene er gjennom institusjonelle og strukturelle forhold som legger til rette for at utfordringene med østeuropeiskarbeidskraft dukker opp. De institusjonelle og strukturelle forholdene som legger til rette for dette er useriøse aktører, bemanningsbransjen og lover som ikke blir ettersett. Den andre måten representantene fra fagforeningene forstår utfordringene med østeuropeiskarbeidskraft i byggenæringen er knyttet direkte til de østeuropeiske arbeidsinnvandrerne. Disse utfordringene er knyttet til språket og kulturforskjellene.

In this master ‘thesis I investigate how representants from labor unions understand challenges with labor migrants from Eastern Europe in the construction industry. The thesis question is: How does representatives of the labor unions understand the challenges with labor migrants from Eastern Europe in the construction industry? The analysis is based on qualitative interviews with shop stewards in companies and representatives from labor unions.

The analysis shows the challenges the participants highlight with Eastern European labor immigrants in the construction industry, in addition to strategies for dealing with the challenges. I have used Lamont's theory of symbolic and social boundaries, in addition to Lysgaard's theory of the working class collective In the analysis.

The main finding of this thesis is that the representatives in the labor unions understand the challenges of Eastern European labor in two different ways. The first way to understand the challenges is through institutional and structural conditions that facilitate the challenges of Eastern European labor emerging. The institutional and structural conditions that facilitate this are criminal actors, the staffing industry and laws that are not complied with. The other way the challenges from the unions are understood with Eastern European labor in the construction industry is directly related to the Eastern European labor immigrants. These challenges are related to language and cultural differences.
