Den norske deltagelsen i UNOSOM -En nedprioriter operasjon?

Abstract

Denne bacheloroppgaven handler om Norges deltagelse FN-operasjonen United Nations Operation in Somalia, også kjent som UNOSOM. UNOSOM var en militær operasjon som ble gjennomført i Somalia i perioden 1992 til 1995. Operasjonen besto av to deler, UNOSOM I og UNOSOM II. Oppgaven forsøker å besvare problemstillingen som handler om hvordan det norske styrkebidraget til UNOSOM ble en nedprioritert FN-operasjon sammenlignes med andre FN-operasjoner som Norge deltok i under samme tidsperiode. Og hvordan dette reflekteres i media. Oppgaven redegjør for hva UNOSOM var, hva det norske styrkebidraget var og hva som førte til at UNOSOM ble en nedprioritert FN-operasjon. Dette blir gjort ved å analysere relevant kilder som stortingsdokumenter, offisielle FN dokumenter og resolusjoner, aviser og annen sekundærlitteratur. Det blir også diskutert personer som hadde noe med UNOSOM å gjøre på 90-tallet. Oppgaven konkluderer med at UNOSOM ble en nedprioritert FN-operasjon da den ble overskygget av andre FN-operasjoner som Norge deltok i, det var også relativt lite mediapublisering for UNOSOM.

This bachelor thesis is about Norway's participation in the United Nations Operation in Somalia, also known as UNOSOM. UNOSOM was a military operation that was carried out in Somalia in the period 1992 to 1995. The operation consisted of two parts, UNOSOM I and UNOSOM II. The assignment attempts to answer the issue that concerns how the Norwegian force contribution to UNOSOM became a low-priority UN operation compared to other UN operations in which Norway participated during the same time period. And how this is reflected in the media. The assignment explains what UNOSOM was, what the Norwegian force contribution was and what led to UNOSOM becoming a low-priority UN operation. This is done by analyzing relevant sources such as parliamentary documents, official UN documents and resolutions, newspapers and other secondary literature. People who had something to do with UNOSOM in the 90s are also discussed. The paper concludes that UNOSOM became a low-priority UN operation when it was overshadowed by other UN operations in which Norway participated, and there was also relatively little media publicity for UNOSOM.
