Coordinator of Inter-American Affairs, Helse og Sanitet: En analyse av USAs rolle i utbedringen av det latinamerikanske helsevesenet under 2. verdenskrig

Abstract

Ganske umiddelbart etter angrepet på Pearl Harbour opprettet den amerikanske regjeringen the Institute of Inter-American Affairs (IIAA). Dette var en organisasjon regjeringen bevilget store midler til at skulle utbedre helsesituasjonen i Latin Amerika. Den aktuelle oppgaven har som mål å analysere forbindelsen mellom den amerikanske deltakelsen under 2. verdenskrig og deres motivasjon for å prioritere å bevilge midler til helseforholdene i Latin Amerika. Oppgaven ønsker å analysere hvorfor organisasjonen IIAA ble opprettet av den amerikanske regjeringen, hvordan organisasjonen opererte, samt å drøfte om programmet nådde målene de satte for seg. Oppgavens funn er at organisasjonen i stor grad er knyttet til den amerikanske krigsinnsatsen, som på mange måter ble hemmet av de skrantende helseforholdene i regionen. Analysen fant at organisasjonen på flere måter til en viss grad lyktes i målene de satte seg i denne sammenhengen. Oppgaven fant videre at organisasjonen ved flere anledninger uttrykte et ønske om å bidra med helsehjelp i Latin Amerika også for landenes egne nytteverdi, men at tiltakene som ble igangsatt i liten grad førte til varige forbedringer av det latinamerikanske helsevesenet.

Quite immediately after the attack on Pearl Harbour, the US government created the Institute of Inter-American Affairs (IIAA). This was an organization the government allocated large funds to, with the task of improving the health situation in Latin America. The present thesis aims to analyze the connection between the American participation during the Second World War and their motivation to prioritize allocating funds to health conditions in Latin America. The thesis aims to analyze why the organization IIAA was created by the US government, how the organization operated, as well as to discuss whether the program achieved the goals, they set for themselves. The analysis found that the organization was largely linked to the American war effort, which was hampered in many ways by the ailing health conditions in the region. In this connection it was concluded that the organisation in several ways to a certain extent succeeded in the goals they set themselves in this context. The assignment also found that the organisation on several occasions expressed a desire to contribute with healthcare in Latin America also for the countries' own benefit, but that the measures that were initiated led to little lasting improvement in the Latin American healthcare system.
