Ble det en ny vei? En evaluering av Nye Veier A/S

Abstract

Denne oppgaven har sett på hvordan et nytt utbyggingsselskap for riksvei ble etablert, implementert og gjennomført. Samt i hvilken grad selskapet Nye Veier A/S har oppfylt sin intensjon om en mer effektiv nasjonal veiutbygging. Studien viser at en slik strukturell endring i veisektoren ved etablering av et nytt utbyggingsselskap for riksvei, kan oppfylle sine intensjoner og målsettinger, men samtidig påvirker både den politiske styringen av veiutbygging og hvordan dette oppleves av lokaldemokratiske aktører. Oppgaven bruker en kvalitativ tilnærming til spørsmålet samferdsel og hvordan man etablerer et nytt utbyggingsselskap for riksvei. Gjennom intervjuer og dokumentanalyse er det undersøkt hvordan et slik selskap har oppfylt sine intensjoner, men samtidig påvirket andre strukturelle forhold etter samferdselsreformen På Rett Vei: Reformer i vegsektoren.

This thesis has focused on how a new development company for highway infrastructure got established, implemented and completed. And the extent to which the company Nye Veier A/S has fulfilled its intention of a more effective national public road development. The study shows that a structural change in the roadsector by a new development company for national roads, can meet its intention and objectives, but at the same time influence political governance of roaddevelopment and how this is experienced by local political actors. This thesis used a qualitative approach to the question in the transport area and how to establish a new company for construction of highways. Through interviews and document analysis, it has investigated how such a company has fulfilled its intention, but at the same time influenced other structural conditions in the infrastructur reform On the right track: Reforms in the road & highway sector
