dc.description.abstractSAMMENDRAG Tittel: Hvordan sikrer forsvarlig helsehjelp til eldre brukere i hjemmetjenesten til tross for sykepleiermangel? Stikkord: Hjemmetjeneste, faglig forsvarlighet, eldre, sykepleiermangler. Introduksjon: På bakgrunn av et økende antall eldre i befolkning i fremtiden som fører til økende problemer knyttet til sykepleiemangel i primærhelsetjenesten. Regjeringen har forsøkt å rette seg mot og investere i moderne helsepolitisk for at eldre skal kunne bo i eget hjem så lenge som mulig. For at staten og helsepersonell skal kunne tilby en profesjonell og forsvarlig helsetjeneste til bruker, kreves det mye organisatorisk ledelsesarbeid, nok økonomiske ressurser og nok bemanning med fokus på sykepleiermangel. Hensikten: Å finne ut hvordan man kan sikre en forsvarlig helsehjelp til eldre i hjemmetjenesten til tross for sykepleiermangel. Metode: En systematisk litteraturstudie basert på syv forskningsartikler. Resultat: De syv forskningsartiklene presenterer fire ulike kategorier som tar for seg problemer med sykepleiermangel. Viktige funn viser hovedsakelig at organisasjonsledelse, sykepleier utskifting, lite bemanning på helsepersonell og kompetansemangel har en direkte effekt på den høyere skiftning hastighet iblant helsepersonell, spesielt sykepleier. Disse fire hovedresultatene kan også påvirke kvaliteten på helsetjenesten der eldre er brukere. Konklusjon: Endringer i samhandlingsreformen har ført til at kommunal hjemmetjenesten har blitt mer komplekse og utfordrende til tross av sykepleiermangel. Resultatene våre fra de syv artiklene viser at en må identifisere problemet først før å finne en løsning. Samtidig, resultatene våres påpeker at faglig forsvarlig helsehjelp ytes når helsetjenesten har god organisering, nok kompetent helsepersonell, og ikke minst en hensiktsmessig metode for rehabilitering

Introduction: The increasing number of aging population in the future comes hand in hand with the increasing problem connected to nursing shortage specifically in community health care. The government has directed and invested in modern health care policy for it to be possible for the elderly to live longer in their own home. In order for the government and healthcare personnel to deliver a professional and justifiable health care service to its patients also requires a lot of organizational management work, enough economic resources, and the right numbers of health care staff, specifically nurses. Health care staff including the nurses are important to achieve this goal given their position, competence and skills to deliver a justifiable and professional health care service. Aims and purpose: To find out how to secure a professional and justifiable health care to elderly patients in community health care despite nursing shortage Methode: A systematic literature study based on seven research articles. Results: The seven research articles present four different categories that address the problem of nursing shortage. Important findings mainly show that organizational management, nursing turnover, limited health care staff and skill shortage has a direct effect on the higher turnover rate among healthcare care staff, especially nurses. These four major results also can influence the quality of health care service rendered to the elderly in community health care nursing. Conclusion: The coordination form in Norway has challenged and changed the Norwegian Health Care services through adding more workload on the community health services and on top of it is the problem of the increasing number of nursing shortages. Our results from the seven articles point out that, in order to find a solution, one must also identify what the problems are. Our results from the article shows at the same time that these four categories will help the health care system to render and deliver a justifiable and professional health care service. This includes the good organizational system in the healthcare system, specifically the community health services, enough skills and competence on the health care personnel and having a proper way to render rehabilitations for patients.
