In this thesis we look at how organization culture affects cooperation horizontally in a large, Norwegian organization that consist of independent units that are not used to cooperating. We found that organization culture can play a large role in an organization’s ability at nurturing cooperation across units. With high cultural harmony, the cooperation horizontally, is in general much more effective. When cultural differences come into play, it can lead to slower processes, where much time must be spent dealing with how to handle the cultural differences. The fact that the organization was organized in silos led to communication issues, which in turn affected the horizontal cooperation negatively. We also found an example in the organization of a group workers that that through an earlier cooperation initiative had learnt to cooperate across the silos in the organization.
