dc.description.abstract | Studiens mål er å undersøke påstander av sakseierskapsteorien ved å sammenligne den
strategiske kommunikasjonsaktiviteten til det konservative styringspartiet Høyre, med
avisartikler fra tre norske dagsaviser. Fordi Høyres styrker tradisjonelt tilskrives saker som
økonomi, skatt, skole og utdanning, og markedsøkonomien ofte blir kritisert for å stå i strid
med miljø- og klimaspørsmål, utgjorde høy grad av medieoppmerksomhet rundt klimasaken i
2019 en utfordring for partiet. I henhold til sakseierskapsteorien, er det to måter å reagere i en
slik situasjon: forsøke å redusere sakens viktighet ved å ignorere den, eller prøve å ramme inn
debatten til egen fordel ved å trekke forbindelser til saker der partiet tradisjonelt står sterkere.
I form av en kvantitativ innholdsanalyse tar undersøkelsen sikte på å vurdere partiets strategi
og suksess ved å sammenligne partikommunikasjon, myndighetskommunikasjon og
avisdekning for å avdekke hvor mye de fokuserte på klimaspørsmålet, hvordan de kombinerte
andre saksområder med klimasaken, og hvordan avisene fremstilte kompetansen til Høyre.
Undersøkelsens funn peker i retning av at det er media som er mest opptatt av å dekke
saksområdet, selv om Høyre også vier det oppmerksomhet. Kobling til andre saksfelt er svært
utbredt, og fremstår ofte strategisk forankret fordi det omfatter saksområder der partiet
tradisjonelt yter høy grad av tillit. Dette gjelder først og fremst økonomi og industri, skole og
utdanning og sysselsetting. Høyre evaluerer sin kompetanse mer positivt enn aviser, men
avisenes kompetanseevaluering (generell evaluering og klimakompetanse) kommer bedre ut
når klimaspørsmål kombineres med andre saksområder. | |
dc.description.abstract | The aim of this thesis is to put claims of the issue ownership theory by comparing the strategic
communication efforts of a norwegian party with the information outputs of three major daily
newspapers in Norway. I picked a specific case, in which the conservative party "Høyre" in
2019 was forced to communicate about a topic where they traditionally are attributed little
competence: climate change and environment, which was highly salient on the media agenda.
Since Høyre's traditional strengths are economy, education, taxes and employment issues, and
economy often is viewed as being at odds with environmental protection, high media salience
of the climate change issue, posed a problem for Høyre. According to issue ownership theory,
there is two ways to react in such a situation: Try to downsize the issue by not talking about it,
or trying to frame the issue differently by drawing connections to issues where the party
traditionally is stronger. A third possibility would be to try to build up a better reputation among
voters regarding environmental policy.
The study allows assessing the party's strategy and its successfulness by content analyzing and
comparing party communication, government communication, and newspaper coverage to
assess how much they focused on environmental issues, how they combined other issues with
environmental issues, and how they portrayed the competency of Høyre. This design allow to
trace all three strategic options for Høyre, to find out which "route" dominates and how routes
are combined.
The findings of the study indicate that it is the media that is most concerned with covering the
issue, although “Høyre” also draws attention to it. Combining other issues is common, and
appear to be strategically rooted because it includes issues where the party traditionally provides
a high degree of trust. Høyre evaluates its competence more positively than newspapers, but
the newspaper's competence evaluation (general evaluation and climate competence) comes out
better when climate issues are combined with other political issues, such as economy and
industry, school and education, and employment, compared to not doing so. | |
