dc.description.abstractEt vellykket bosettings- og boligsosialt arbeid gjør at enslige mindreårige flyktninger er godt forberedt på voksenlivet når de ikke lenger er underlagt kommunenes tjenester. Norge har bosatt nesten ti tusen enslige mindreårige flyktninger siden 1996 og forskning på denne gruppen viser at de aller fleste klarer seg fint og er fortsatt bosatt og jobber i Norge i dag. Dette viser at bosettingskommunene har gjort en god jobb med bosetting, integrering og boligsosialt arbeid. Samtidig endrer ankomsttallene seg fra år til år, som gjør at kommunene risikerer å måtte bygge ned tilbud og dermed endre forutsetningene for et vellykket boligsosialt arbeid. I denne masteroppgaven undersøker jeg hvilke lover og retningslinjer staten presenterer som tre utvalgte bosettingskommuner må forholde seg til, samt hvordan de gjennomfører bosettingen og det boligsosiale arbeidet i praksis. Dette gir et innblikk i hvilke muligheter og utfordringer de ulike kommunene møter som påvirker arbeidet. For å undersøke dette anvender jeg STS-perspektivene innramming, oversvømmelse og translasjon, samt forskning gjort på transdisiplinære tilnærminger. Studien er basert på en kvalitativ forskningsmetode og datamaterialet består i hovedsak av dybdeintervju med fem informanter. Informantene jobber i lederstillinger og har alle lang erfaring på arbeidsområdet. Dette gjør at de har god oversikt over hvilke muligheter, problemer og prosesser deres kommune står ovenfor i dette arbeidet. Staten presenterer lovene og retningslinjene gjennom den boligsosiale strategien Bolig for velferd og gjør dette mer håndterbart for kommunene gjennom Integrerings- og mangfoldsdirektoratets Håndbok for kommunene. Husbanken gjør det mulig for kommunene å bygge boliger der det boligsosiale arbeidet skal foregå, gjennom finansieringslån, men det er kommunene som må sørge for god oppfølging av ungdommene. I analysen kommer det frem at kommunene har ulike muligheter for å lykkes, som har sammenheng med beliggenhet, innbyggertall og utstrekning. Et sentralt funn peker på at studiens minste kommune har gode forutsetninger for en vellykket integrering, men samtidig risikerer å miste kompetente ansatte ut av kommunen når ankomsttallene svinger.
dc.description.abstractA successful result from the use of housing and support services means that unaccompanied minor refugees are well prepared for adulthood when they are no longer subject to the municipalities´ services. Norway has housed almost ten thousand unaccompanied minor refugees since 1996 and research on this group shows that the vast majority are doing well and are still living and working in Norway today. This shows that the municipalities responsible for housing have done a good job with settlement, integration and housing and support services. At the same time, the number of new arrivals change from year to year, which means that the municipalities risk having to reduce offers and thus change the prerequisites for successful housing and support services. In this master thesis, I examine which laws and guidelines the state presents that three selected settlement municipalities must comply with, as well as how they carry out the settlement and the housing and support services in practice. This provides an insight into the opportunities and challenges the various municipalities face that affect the work they do. To investigate this, I use the STS perspectives framing, overflowing and translation, as well as research done on transdisciplinary approaches. The study is based on a qualitative research method and the data mainly consists of in-depth interviews with five informants. The informants all work in leadership positions and have extensive experience in this area of work. This means that they have a good overview of what opportunities, problems and processes their municipality is facing in this line of work. The state presents the laws and guidelines through the social housing strategy Housing for welfare and makes this more manageable for the municipalities through the Directorate for Integration and Diversity's Handbook for the municipalities. The norwegian state Housing Bank makes it possible for the municipalities to build homes where the housing and support services is to take place, through financing loans, but it is the municipalities that must ensure good follow-up of the youth. The analysis shows that the municipalities have different opportunities for success, which is related to location, population and geographical extent. A key find indicates that the study's smallest municipality has good opportunities for successful integration, but at the same time risks losing highly skilled employees out of the municipality when arrival figures fluctuate.
