Problemstilling: Hvilke faktorer påvirker mulighetene for politisk deltagelse hos mennesker med utviklingshemming?

Introduksjon: Valgdeltagelse blant personer med utviklingshemming er lavere enn hos resten av befolkningen, og det er gjort lite norsk forskning på feltet. Oppgaven går igjennom nyere litteratur fra sammenlignbare land for å kunne gi pekepinner på hvilke faktorer som spiller inn for den lave deltagelsen.

Hensikt: Hensikten med oppgaven er å belyse faktorer som påvirker muligheten til politisk deltagelse hos personer med utviklingshemming.

Metode: Litteraturstudie

Resultater: Resultatene viser at personer med utviklingshemming er interessert i politikk når de har muligheten til å engasjere seg. Faktorer som har betydning for utøvelse av stemmeretten er: å bo sammen med andre personer som stemmer, støtte fra nærpersoner, graden av utviklingshemming, erfaring og kunnskap om stemmeprosessen, boform, mangel på veiledning, og i mindre men fortsatt signifikant grad informasjon fra media.

Konklusjon: Resultatene er litteraturen er sammenlignbare og peker på noen klare indikasjoner som belyser problemstillingen. De største hindringene for personer med utviklingshemming er manglende informasjon og tilrettelegging. Grad av kognitive evner, og om man har et sosialt nettverk rundt seg som har politisk interesse. Det er lite forskning på feltet, og ingen av dem tar for seg norske forhold.

Introduction: Political participation among people with intellectual disabilities is lower than in the rest of the population, and little Norwegian research has been done in the field. This paper goes through recent literature from comparable countries to provide clues to the factors that play a role.

Purpose: The purpose of the thesis is to elucidate factors that influence the possibility of political participation for people with intellectual disabilities.

Method: Literature study

Results: The results show that people with intellectual disabilities are interested in politics when they have an opportunity to get involved. Factors that influence voting rights are: living with other voters, support from close relatives and service providers, the degree of intellectual disability, experience and knowledge of the voting process, living arrangements, lack of guidance, and to a lesser but significant extent information from the media.

Conclusion: The results are comparable to the literature and point to some clear indications that illuminate the problem. The biggest obstacles for people with intellectual disabilities are lack of information and facilitation. The degree of cognitive ability, and whether one has a social network around her that has political interest. There is little research in the field, and none of them deal with Norwegian conditions.
