Valgdeltakelse blant personer med utviklingshemming

Abstract

Denne bacheloroppgaven er resultatet av studier av internasjonal litteratur som omtaler valgdeltakelse blant personer med psykisk utviklingshemming. I de respektive kapitlene vil leseren finne mer utdypende informasjon om hvert ledd i arbeidet. Teorien som er anvendt som bakgrunn i oppgaven er teori ervervet gjennom vernepleierstudiet generelt og hentet frem for denne oppgaven spesielt. Det har vært en prioritet at kapittel 2 om bakgrunn i størst mulig grad belyser det vi vet om tematikken og at leseren blir gjort oppmerksom på hvilket lys jeg ser mine funn i. Metodekapittelet inneholder beskrivelse og begrunnelse for mine metodiske valg. Håpet er at leseren opplever den metodiske delen som ærlig og transparent. Resultat og analyse tar for seg de funnene som ble gjort, og er resultatet av litteraturstudiet. Hovedfunn i dette arbeidet er kategorisert etter faktorer som virket å ha noe å si for deltakelse ved valg eller ikke. Noen av funnene peker i negativ retning hva gjelder deltakelse i politiske valg for personer med utviklingshemming, og fastslår det jeg mente at jeg visste; personer med utviklingshemming deltar i liten grad i politiske valg. Likevel finnes det faktorer som virker å påvirke befolkningsgruppens valgdeltakelse positivt. Blant annet kan jeg nevne prøvevalg, autonomistøtte og opplevelsen av at politikk er noe som angår alle og det er viktig. I diskusjonen lar jeg både vernepleieren og statsviteren få skinne litt igjennom, men et essensielt poeng er å diskutere spørsmålet faglig og ut fra de funn som er gjort i arbeidet med inkludert litteratur. Et overraskende spørsmål som dukket opp i diskusjonen er hvorvidt den lave deltakelsen blant personer med utviklingshemming er noe vi vernepleiere må ta på vår egen kappe. Er det oss det skorter på? Diskusjonen inneholder avslutningsvis flere nye spørsmål enn svar på det opprinnelige spørsmålet. Kanskje som forventet. Det er som vanlig vanskelig å konkludere spesifikt i en slik oppgave, men en åpenbar konklusjon er at det er behov for norsk forskning på tema dersom vi skal styrke personene som bor i Norge sine politiske rettigheter.

This Bachelor's Thesis is the result of studies of international literature who mentions voter turnout among people with developmental disabilities. In the respective chapters, the reader will find more detailed information about each paragraph of the work. The theory used as background in the thesis is theory acquired through the study in general and this task in particular. It has been a priority that chapter 2 on the background sheds light on what we know about the theme, and that the reader is made aware of in what light I see my findings. The method chapter contains description and justification for my methodological choices. The hope is that the reader experiences the methodical part as honest and transparent. Results and analysis address the findings that were made and are the result of the literature study. Main findings in this work are categorized by factors that seemed to have something to say about participation in elections or not. Some of the findings point negatively to participation in political elections for people with developmental disabilities, and state what I thought I knew; People with developmental disabilities participate to a small extent in political elections. Nevertheless, there are factors that seem to have a positive effect on the population group's turnout. Among other things, I can mention mock elections, autonomy support and the experience that politics is something that concerns everyone and that is important. In the discussion, I let both the social educator and the political scientist shine through, but an essential point is to discuss the question academically and based on the findings that have been made in the work with included literature. A surprising question that emerged in the discussion is whether the low participation among people with developmental disabilities is something we are the ones to blame on. Is that us lacking? In the end, the discussion and the conclusion contains more new questions than answers to the original question. Maybe as expected. It is as usual difficult to conclude in a thesis like this, but an obvious conclusion is that there is a need for Norwegian research on the topic if we are to strengthen the people who live in Norway and their political rights.
