Barnevernets rolle i forebygging av vold

Abstract

I denne bachelor oppgaven tar jeg for meg et komplekst og utfordrende tema, nemlig vold i nære relasjoner. Oppgaven er basert på en litteraturstudie, som tar utgangspunkt i komplekse dilemmaer barneverntjenesten står ovenfor. Det vil bli undersøkt hva begrepet «vold» innebærer, samt ulike tiltak barneverntjenesten kan tilby til barn og deres familier i voldssaker. Potensielle konsekvenser av vold kan ha for barnets liv og utvikling vil undersøkes. Oppgaven fordyper seg i sentrale hjelpetiltak barnevernet kan benytte seg av. Dette vil inkludere tiltak som, råd og veiledning, foreldreveiledning, støttekontakt og besøkshjem, familieråd og samarbeid med Alternativ til Vold. De komplekse dilemmaene barnevernet står ovenfor vil bli presentert, ivaretakelse av barnets rett til beskyttelse, samtidig respektere foreldres rett til medvirkning og selvbestemmelse. Problemstillingen som vil bli analysert er: Hvilke konsekvenser kan barn som har blitt utsatt for vold få i fremtiden, og hvordan kan de ulike hjelpesystemene bidra i samarbeid med barnverntjenesten? Drøftingen indikerer hvordan barnevernet må navigere i et komplekst landskap av juridiske rammer, barns rettigheter og foreldres behov. Oppgaven vil belyse at å oppleve vold i nære relasjoner kan ha en dyp og varig påvirkning på barns utvikling, og de mulige konsekvensene det kan ha for barnets helse. Et av hovedmålet med oppgaven er å øke bevisstheten rundt omfanget av vold, de skadelige innvirkningene det kan ha og understreke viktigheten av god kunnskap om hva det vil bety for et barn å vokse opp under slike forhold. Statistikk i forhold til omfang vil bli presentert, for å belyse temaet og bidra til en informert og engasjer tilnærming. Ved hjelp av teori, sentrale funn og relevant forskning vil problemstillingen bli besvart. Som en forutsetning ved å kunne tilby riktig hjelp og behandling, vil det være avgjørende at barnevernspedagoger besitter nødvendig kunnskap og forståelse av hvilke konsekvenser det kan ha, både for barnets utvikling og senere liv.

This bachelor’s thesis addresses a complex and challenging topic—domestic violence. The thesis is based on a literature review and explores the multifaceted dilemmas faced by the child welfare services. It examines the concept of “violence” and investigates various support measures that the child welfare system can offer to children and their families in cases involving violence. The potential consequences of violence on a child’s life and development will also be explored. The thesis delves into key support interventions used by the child welfare services, including counseling and guidance, parental counseling, support persons and respite homes, family group conferences, and collaboration with Alternative to Violence (ATV). The complex dilemmas encountered by child welfare workers will be presented, particularly the challenge of safeguarding the child’s right to protection while simultaneously respecting the parents’ right to participation and autonomy. The main research question to be analyzed is: How can the child welfare services best safeguard the child's right to protection while also respecting the parents’ right to participation and self-determination? The discussion highlights how the child welfare services must navigate a complex landscape of legal frameworks, children’s rights, and parental needs. The thesis will emphasize how experiencing domestic violence can have a deep and lasting impact on a child’s development, as well as the potential consequences for the child’s mental, social, and physical health. One of the main objectives of the thesis is to raise awareness about the prevalence of domestic violence, its harmful effects, and the importance of having sound knowledge of what it means for a child to grow up under such conditions. Statistical data on the extent of domestic violence will be presented to shed light on the issue and support an informed and engaged approach. Through the use of theory, key findings, and relevant research, the research question will be answered. A fundamental requirement for providing appropriate support and treatment is that child welfare professionals possess the necessary knowledge and understanding of the consequences violence can have—both on a child’s development and on their future life.
