Abstract

Denne oppgaven undersøker utfordringene og mulighetene for bygdevekst og boligutbygging i Vestre Varanger-regionen, bestående av kommunene Båtsfjord, Berlevåg, Nesseby og Tana. Prosjektet fokuserer på hvordan disse kommunene kan samarbeide for å styrke bosettingen, tiltrekke kompetent arbeidskraft og fremme næringsutvikling for å skape bærekraftige lokalsamfunn. Intensjonen med oppgaven er å identifisere de spesifikke utfordringene som hindrer utviklere i rurale områder og å utforske forholdene som kan legge til rette for bygdevekst og boligutbygging. Dette ble gjort ved å samle inn data gjennom kvalitative intervjuer med informanter og dokumentanalyser. Funnene fra intervjuene og dokumentanalysene ble deretter koblet opp mot eksisterende teori for å vurdere om funnene støttet eller ikke støttet de teoretiske perspektivene. Dette ga et dypere innblikk i utfordringene knyttet til boligmarkedet i rurale områder, som inkluderer høye byggekostnader, lav omsetningsverdi, og manglende finansiering fra banker. Diskusjonen fremhever at Vestre Varanger står overfor betydelige utfordringer, men også at det finnes strategier og tiltak som kan bidra til å fremme vekst og utvikling. Eksempler fra andre rurale kommuner som Frøya og Gamvik viser hvordan samarbeid mellom offentlige og private aktører, samt bruk av nasjonale ressurser, kan stimulere lokal vekst og attraktivitet. Viktige aspekter for å fremme bygdevekst inkluderer effektiv arealplanlegging, tettere samarbeid mellom kommuner, utbyggere og industrien, samt statlig bistand gjennom økonomiske virkemidler. En aktiv markedsføring og en variert boligpolitikk, som inkluderer både leie- og eieboliger, som også er essensielle for å skape et fungerende boligmarked i Vestre Varanger.

This thesis investigates the challenges and opportunities for rural development and housing growth in the Vestre Varanger region, comprising the municipalities of Båtsfjord, Berlevåg, Nesseby, and Tana. The project's aim is to identify the specific challenges for developers in rural areas and explore the conditions that can facilitate rural growth and housing development. Data was collected through qualitative interviews with key stakeholders and document analysis. The findings from the interviews and document analysis were then compared with existing theories to determine whether they supported or contradicted these theoretical perspectives. This provided deeper insights into the challenges related to the rural housing market, including high construction costs, low turnover value, and lack of financing from banks. The discussion highlights that while Vestre Varanger faces significant challenges, there are strategies and measures that can promote growth and development. Examples from other rural municipalities, such as Frøya and Gamvik show how collaboration between public and private builders, along with the use of national resources, can stimulate local growth and attractiveness. Key aspects to promote rural growth include effective spatial planning, closer cooperation between municipalities, developers, and industry, as well as state assistance through financial instruments. Active marketing and a varied housing policy, including both rental and ownership options, are also essential to creating a functioning housing market in Vestre Varanger.
