Towards a Framework for the Conceptualization and Explanation of the Security Politics of Cyberspace

Abstract

Studiet om politikken i cyberspace er et ungt forskningsfelt og et nytt domene innenfor Internasjonale Relasjoner. Hyppigheten og sofistikeringen av cyberangrep øker, som viser behovet for en dypere forståelse av sikkerhetsimplikasjonene i cyberdomenet. Tidligere forskning på dette området har imidlertid blitt overskygget av konseptuelle debatter og alarmisme, noe som har hindret fremgang i forståelsen av kompleksiteten i sikkerhetspolitikken i cyberspace. Denne oppgaven har som mål å fylle dette forskningshullet ved å skape et rammeverk for å tilnærme og forstå cyberspace som sikkerhetspolitikk. For å oppnå dette bruker studien et utforskende induktivt og deduktivt pilotforskningsdesign for å samle informasjon, generere nye ideer og utvikle en helhetlig forståelse av emnet. Selv om studien ikke er opptatt av empirisk testing, bruker den en Utenrikspolitisk Analyse for å formulere og argumentere for relevante analytiske spørsmål angående cyberspace som et middel i utenrikspolitikken. Videre utleder oppgaven empiriske påstander om sikkerhetspolitikken i cyberspace basert på Politisk Realisme og Situasjonsbevissthetsteori. De analytiske spørsmålene og de empiriske påstandene har til hensikt å være et grunnlag for fremtidig forskning for å empirisk teste, raffinere og tilpasse rammeverket. Ved å invitere til videre forskning og valideringer av rammeverket, har studien som mål å bidra til å fremme kunnskap på feltet. Nøkkelfunnet i denne studien er at selv om cyberspace introduserer kompleksitet, gjelder fortsatt de grunnleggende prinsippene og utfordringene for utforming og implementering av utenrikspolitikk. For å tilnærme og forstå sikkerhetspolitikken i cyberspace er det avgjørende å forlate det revolusjonerende synet på cyberspace og anerkjenne dets unike egenskaper i en bredere og integrert sikkerhets- og forsvarskontekst. Oppgaven tilbyr et rammeverk for å konseptualisere og forklare sikkerhetspolitikken i cyberspace, og bygge en bro over gapet i forståelsen av dette domenet.

The politics of cyberspace is a nascent field of research and a new domain in International Relations. The frequency and sophistication of cyberattacks are on the rise, highlighting the need for a deeper understanding of the security implications of this domain. However, previous research in this area has been clouded by conceptual debates and alarmism, impeding progress in understanding the complexities of the security politics of cyberspace. This thesis aims to fill this research gap by creating a framework for approaching and understanding cyberspace as security politics. To achieve this, the study utilizes an exploratory inductive and deductive pilot research design fit to gather information, generate new ideas, and develop a comprehensive understanding of the subject. While the study is not concerned with empirical testing, the study utilizes the Foreign Policy Analysis approach to formulate and argue relevant analytical questions concerning cyberspace as a means in foreign policy. Moreover, the thesis deduces empirical propositions on the security politics of cyberspace based on Political Realism and Situational Awareness Theory. These propositions, along with the probing questions, is meant to serve as a foundation for future research to empirically test, refine, and adapt the framework. By inviting further research and validations of the framework, the study aims to contribute to the advancement of knowledge in the field. The key finding in this study is that while cyberspace introduces a layer of complexity, the fundamental principles, and challenges of foreign policy-making and implementation still apply. To approach and understand the security politics of cyberspace it is crucial to abandon the revolutionary view of cyberspace and recognize its unique characteristics in a broader and integrated security and defense context. In conclusion, the thesis offers a framework to conceptualize and explain the security politics of cyberspace, bridging the gap in understanding this domain.
