Representasjoner av voldtekt på Stortinget: En dokumentanalyse av de folkevalgtes uttalelser om voldtekt.

Abstract

Hensikten med masteroppgaven var å besvare Hvordan er problemet «voldtekt» representert av politiske partier i stortingsdebatt? I denne masteroppgaven undersøker jeg hvordan politikere på Stortinget diskuterer voldtekt i perioden 2015 til midten av 2021. Metoden jeg har brukt er dokumentanalyse av offentlig tilgjengelige dokumenter hentet fra Stortingets nettsider, stortinget.no. Dokumentene består av ulike debatter, spørretimer på Stortinget og svar på skriftlige spørsmål. Etter å ha identifisert noen nøkkeltemaer gjennom tematisk analyse, fortsatte jeg med narrativ analyse, samt sett på materialet mitt i lys av Carol Bacchi sin fremgangsmåte «what is the problem represented to be?». Et sentralt funn i oppgaven er at tema som russetid, seksuell trakassering, partnervold og samtykkelov brukes som inngangsport for diskusjon om voldtekt i stortingsdebatt. På tvers av disse kontekstene blir det tydelig at offeret står i sentrum av politikerne sine fortellinger, mens samtaler om overgriper er veldig nedtonet og til tider ikke-eksisterende. Representasjoner av offeret, overgriper, situasjonen og de representerte løsningene veksler avhengig av tema for diskusjonen, og det er sprikende representasjoner av problemet «voldtekt» i stortingsdebatt.

The goal of this master thesis was to answer the question: How do politicians represent the problem «rape» in parliamentary debates? In this master thesis I explore the terms in which Norwegian Members of Parliament discussed rape between 2015 and mid-2021. The method I used is document analysis on public available documents I retrieved from the Parliament’s web page, stortinget.no. The documents contain the reports from various debates and question time in parliament, as well as answers to written inquiries. After having identified some key themes by means of thematic analysis, I proceeded with narrative analysis, looking at my material through the lens of Carol Bacchi’s approach «What is the problem represented to be? ». I explored representations of the victim, the offender, the assumed typical situation in which rape happens, and the solutions suggested to tackle rape as a societal challenge. The main themes I found are «russetid», that is, the yearly celebration for Norwegian high school students in their last school months; sexual harassment in arenas such as work life; domestic violence and regulation of sexual consent in criminal law. The politician’s stories are typically centred on the victim, while the offender is much less talked about and at times almost invisible. Furthermore, the representations of the victim, offender, situation and solutions shifts depending on the theme of discussion and there are diverging representations of the problem «rape» in the parliamentary debates.
