Sammendrag
Fokuset i denne avhandlingen er rettet mot kvalitetsbegrepet i det norske skolesystemet. Diskusjonen om hva som kjennetegnes som kvalitet i skole og utdanning har tatt større plass både i og utenom utdanningsfeltet de siste årene. Selv om det alltid har vært fokus på kvalitet i opplæringen, er det først fra 90-tallet og tidlig 2000-tallet at kvalitetsbegrepet fant sin plass i utdanningspolitikken. Dermed er det interessant å se tilbake på hvilken forståelse av kvalitet i skolen som eksisterte på denne tiden, og hvordan politiske dokument bekrefter denne forståelsen. Studiens problemstilling er: «Hva kjennetegner kvalitetsdiskursen i den norske skolen tidlig på 2000-tallet?»
For å besvare problemstillingen benyttes den tekstanalytiske tilnærmingen diskursanalyse. Formålet er å avdekke hvilke representasjoner det er å finne i kvalitetsdiskursen på tidlig 2000-tallet. Datagrunnlaget består av to politiske dokumenter: NOU 2002:10 Førsteklasses fra første klasse og St.meld. nr. 30 (2003-2004) Kultur for læring. Disse dokumentene er en del av «startskuddet» til kvalitetsreformen i den norske skole. Hovedvekten i analysen er rettet mot å identifisere dominerende representasjoner, forså å sette disse i en samfunnsmessig kontekst. Funnene i studien viser til et utdanningspolitisk skifte, og en skoletenkning med mer fokus på kunnskap og kompetanse. The focus of this dissertation is the concept of quality in the Norwegian school system. The discussion about what is characterized as quality in school and education has taken greater place both inside and outside the field of education in recent years. Although there has always been a focus on quality in education, it is only from the 90s and early 2000s that the concept of quality found its place in education policy. Thus, it is interesting to look back at what the understanding was on quality in schools at that time, and how political documents confirm this understanding. The topic debated in this dissertation is: “What characterizes the quality discourse in the Norwegian school in the early 2000s?”
In order to analyse the topic at hand, the text-analytic approach discourse analysis is used. The purpose of this dissertation is to uncover which representations can be found in the quality discourse in the early 2000s. The data basis consists of two political documents: NOU 2002: 10 Førsteklasses fra første klasse and St.meld. nr. 30 (2003-2004) Kultur for læring. These documents are part of the launch of the quality-reform in the Norwegian school. The main emphasis in the analysis is aimed at identifying dominant representations in the quality discourse, and to place these in a societal context. The results from the analysis points to a change in educational policy, and a change in how one thinks about schools, with more focus on knowledge and competence.
