Sammendrag
Luftfartssektoren har, i likhet med stadig flere bransjer i verden, gått inn i enomstillingsprosess på vei mot et lavutslippssamfunn. For Norge vil utviklingen til utslippsfriluftfart være viktig ettersom vi har en spredt bebyggelse, og at vi flyr mest innenriks iEuropa. Flere norske aktører har stilt seg i front for utviklingen og har store ambisjonerfor prosessen; Widerøe planlegger nullutslippsfly i rute i 2030, all innenriks luftfart skalvære elektrifisert innen 2040, og norsk luftfart skal være i fossilfri innen 2050.
I denne oppgaven studerer vi interreg-prosjektet Green Flyway som er et grensekryssendesamarbeid mellom Røros kommune og Östersund kommune, med formål om å etablereen testarena og et testmiljø for framtidens ‘grønne’ luftfart. Vår forskning baseres på åttekvalitative forskningsintervju med aktuelle aktører i og utenfor prosjektet. I oppgaven harvi undersøkt nettverket rundt den norske siden av prosjektet ved bruk av aktør-nettverkteori og Callons translasjonsmodell. Vi har fulgt aktørene fra ideen ominnovasjonsprosjektet til etablert testarena og videre driften av den. Vi har sett påaktørens visjoner og mål for prosjektet, og arbeidet aktørene i nettverket har gjort for åoppnå disse.
I et luftfartshenseende ser vi at prosjektet har oppnådd mye; testarenaen er etablert ogfungerer i praksis, det har blitt skapt et testmiljø, og prosjektet har blitt forankret politiskpå fylkesnivå. Likevel finner vi at prosjektet ikke har lyktes med å skape ringvirkninger forlokalsamfunnet. Koronapandemien og restriksjoner knyttet til denne, skapte forsinkelserog forhindret potensiell testaktivitet. Vi har også funnet at elementer ved prosjektetsledelse, forankring og målsetninger gjorde driften noe utfordrende. Flere rolleutskiftningerhar vært med på å forme prosjektet, i både positiv og negativ forstand.
Oppgaven er skrevet i samarbeid med Rørosregionen Næringshage i forbindelse med detarbeidslivsrettede masterløpet i STS. Just like most sectors, the aviation sector has also started a transition towards a lowemission society. This transition will be important for Norway who has a scatteredpopulation, with inhabitants who also commit the most domestic flights in Europe. SeveralNorwegian actors has positions themselves in the front of the development and proclaimedambitious goals; Widerøe plans to have a zero-emission aeroplane in commercial flight by2030, all domestic Norwegian aviation shall be electric by 2040, and all Norwegian aviationshall be fossil fuel-free by 2050.
In this thesis we study the Interreg-project Green Flyway, which is a transnationalcooperation between the Norwegian municipality Røros and the Swedish municipalityÖstersund, with a goal of establishing a testing facility- and environment for the greenaviation of the future. Our study is based on eight qualitative research interviews withimportant actors within the project and relevant non-involved actors. In the thesis wehave studied the network surrounding the Norwegian half of the project by using the Actornetwork theory and Callon’s translation-model. To do that we have followed the actorsfrom idea to established test facility, and further into the operation of it. Havinginvestigated the actor's visions and goals relating to the project, we have assessed theirwork towards reaching them.
In aviation terms the project has achieved several accomplishments; it has beenestablished and proven successful at its function, it has created a test environment relatedto the project and has been anchored politically at county level. Nonetheless the projecthas not succeeded in creating positive consequences for the local society. The Covid-19pandemic and the related restrictions caused delays and prevented potential testing. Butwe have also found that parts of the leadership and goals have haltered the progress.Several role-changes has also affected in both positive and negative ways.
