Europeisering av Spanias middelhavspolitikk: Hvordan og hvorfor Spania europeiserte sin middelhavspolitikk

Abstract

Den europeiske union (EU) består av mange ulike medlemsland, hvor alle har egne politikker, nasjonale interesser og preferanser, som de gjerne vil ta det med i unionen. Denne bacheloroppgaven vil ta for seg forskningsspørsmålet: «Hvordan og hvorfor forsøkte Spania å europeisere sin middelhavspolitikk?». Oppgaven vil bruke en kvalitativ metode, for å gå dypere inn i temaet. Teksten vil ta for seg en tidsperiode på 6 år, fra 1989-1995, hvor Spania vil opptre som en single case-studie. Teksten vil fokusere på begrepet europeisering, med et ekstra fokus på «bottom-up» europeisering. Til sist vil oppgaven konkludere med at Spania prøvde å europeisere sin middelhavspoltikk fordi landet ville fremme nasjonale preferanser og interesser opp mot EU-nivået. Dette gjorde Spania ved å ha vellykkede «bottom-up» europeiseringer slik som for eksempel EuroMiddelhavspartnerskapet. Dette førte til at Spania opplastet sin politikk og EU nedlastet denne politikken. Dermed vil oppgaven konkludere med at både Spania sin middelhavspoltikk ble europeisert og EUs utenrikspolitikk ble middelhavseuropeisert.

The European Union (EU) consists of many different member states, all of which have their own policies, national interests, and preferences, which they would like to bring in the union. This bachelor thesis will address the research question: "How and why did Spain try to Europeanize its Mediterranean policy?". The thesis will use a qualitative method, to go deeper into the topic. The text will cover a time period of 6 years, from 1989-1995, during which Spain will act as a single case study. The text will focus on the concept of Europeanization, with an additional focus on "bottom-up" Europeanization. Finally, the thesis will conclude that Spain tried to Europeanize its Mediterranean policy because the country wanted to promote national preferences and interests up to the EU level. Spain did this by having successful bottom-up Europeanisations such as the EuroMediterranean Partnership. This led to Spain uploading its policy and the EU downloading this policy. Thus, the thesis will conclude that both Spain's Mediterranean policy was Europeanized and the EU's foreign policy was Mediterranean Europeanized.
