Nytte- kostnadsanalyse av gang- og sykkelveger i Skaun kommune

Abstract

I forbindelse med bygging av snarveger i Skaun kommune er det utarbeidet en nytte- kostnadsanalyse av prosjektet. Analysen tar for seg de fleste prissatte virkningene, med unntak av klimagass-utslipp, og er sentrert rundt avviklingen av sikker skoleskyssordning for 10 elever i området rundt Venn. Statens vegvesen sin nytte- kostnadskalkulator for gang- og sykkelveger ble brukt i selve utregningen av nytte- kostnaden, med unntak av den reduserte kostnaden for sikringsskyss som ble regnet ut for hånd i Microsoft Excel. Snarvegene fikk en nytte- kostnadsbrøk på 2.15, som betyr at man får igjen 2.15 kroner for hver krone investert. Dette vil si at utbyggingen av snarvegene vil være samfunnsøkonomisk lønnsomt.

In relation with construction of shortcuts in Skaun municipality, a cost- benefit analysis of the project has been made. The analysis adresses most of the priced effects, with the exception of greenhouse gas emissions, and is centered around abolition of the safe school transportation plan for ten pupils in an area around Venn. The Norwegian Public Roads Administration's cost- benefit calculator for pedestrian and cycle paths was used in the actual calculation of the cost- benefit, with the exception of the reduced cost for safe school transport, which was calculated in Microsoft Excel. The shortcuts ended up with a cost- benefit fraction of 2.15, which means that Skaun will receive 2.15 NOK per NOK invested in the project. This means that the development of the shortcuts will be socio-economically profitable.
