En trussel mot fremtidens arbeidskraft

Abstract

Barnefattigdommen er et sentralt tema i norsk politikk og offentlighet. Selv om Norge fortsatt er et av landene i verden med høyest levestandard og lavest ulikhet i inntekt, finnes det familier som faller utenfor samfunnet på grunn av dårlige levekår og/eller svak økonomi. Denne oppgaven har et forebyggende fokus på barnefattigdommen i lys av Bourdieu`s teori om kapital og habitus. Barnet sine opplevelser av å vokse opp i fattigdom blir sett i lys av Bourdieu`s begrep habitus som er et produkt av sosialisering i barndommen. Det er foreldrenes tilgang på de ulike kapitalformene som har betydning for hvordan barnet opptrer utad, velger å kle seg, oppfatter og tenker. Familier med lav inntekt har mindre økonomisk kapital tilgjengelig, enn den øvrige befolkningen. Dette vil si at de risikerer å ha mindre muligheter for å investere i barnets sosiale og kulturelle kapital gjennom deltakelse på sosiale arenaer som barnehage og fritidsaktiviteter. Maktforholdene i samfunnet kan slik gjenskapes ved at barn fødes inn i en sosial sammenheng der de får ulik tilgang til hans kapitalformer. Oppgaven ser på hvordan forebygging av barnefattigdom i lys av Bourdieu`s teori om kapital handler om å forebygge ulikhet i foreldrenes og barnets tilgjengelige kapitalformer, og slik redusere faren for sosial ulikhet i voksen alder. Jeg viser til hvordan ulike tiltak gir muligheter for å øke den sosiale og kulturelle kapitalen til barnet, uavhengig av foreldrenes økonomiske ressurser. En god oppvekst til barn og unge i lavinntektsfamilier handler om å bidra til at de får like muligheter til å utvikle sine sosiale ferdigheter, relasjoner, og sosiale nettverk som andre barn. Dette gjøres gjennom å bryte barrierer for deltakelse på sosiale arenaer knyttet til foreldrenes inntekt.

Child poverty is a central theme in Norwegian politics and the public. Although Norway is still one of the countries in the world with the highest standard of living and lowest inequality in income, there are families who fall out of society due to poor living conditions and / or weak economy. This thesis has a preventive focus on child poverty in light of Bourdieu`s theory of capital and habitus. The child's experiences of growing up in poverty are seen in the light of Bourdieu`s concept of habitus which is a product of socialization in childhood. It is the parents' access to the various forms of capital that is important for how the child behaves externally, chooses to dress, perceives and thinks. Low-income families have less economic capital available than the rest of the population. This means that they risk having less opportunities to invest in the child's social and cultural capital through participation in social arenas such as daycare and leisure activities. The power relations in society can thus be recreated by children being born into a social context where they have different access to his forms of capital.The thesis looks at how the prevention of child poverty in light of Bourdieu`s theory of capital is about preventing inequality in the parents' and child's available forms of capital, and thus reducing the risk of social inequality in adulthood. I refer to how various measures provide opportunities to increase the social and cultural capital of the child, regardless of the parents' financial resources. A good upbringing for children and young people in low-income families is about helping them to have the same opportunities to develop their social skills, relationships, and social networks as other children. This is done by breaking down barriers to participation in social arenas related to parents' income.
