Byantikvarens rolle i forvaltningen

Abstract

Innen den kommunale kulturminneforvaltningen representerer byantikvaren en sentral ledd, og det er byantikvarens rolle i forvaltingen som er hovedtemaet for denne oppgaven. Først vil oppgaven sette byantikvaren inn i en helhet når det kommer til de sentrale forvaltningsorganene i Norge. Videre kommer den til å ta for seg hvilke faktorer om kan skape forskjeller fra byantikvar til byantikvar og hva dette har å si for rollen deres i dagens forvaltning. For å konkretisere dette er fokuset lagt på de fire sentrale faktorene: Byen, organiseringen, størrelsen og oppgavene, opp mot de tre byantikvarene i Trondheim, Stavanger og Røros. Alle faktorene blir med på å skape forskjeller mellom byantikvarene, men de kan på lik linje skape likheter mellom dem. Noen ganger er en forskjell bare en forskjell og har lite med helheten å gjøre. Andre ganger har forskjellen mer å si for helheten og skaper forskjellige forutsetninger mellom byantikvarene. Samtidig hvis man ser dette opp mot byantikvarenes rolle i forvaltingen har disse forskjellene liten betydning.

Within the municipal cultural heritage management, the city antiquarian (byantikvaren) represents a central link, and it is the city antiquarian’s role in the cultural heritage management that is the main theme of this text. First, the text will put the city antiquarian into a whole when it comes to the central cultural heritage management in Norway. Furthermore, it will address the factors that can create differences from city antiquarian to city antiquarian and what this has to say for their role in the current cultural heritage management. To concretize this, the focus is on the four key factors: the city, the organization, the size and the tasks, up against the three city antiquarians in Trondheim, Stavanger and Røros. All the factors help to create differences between the urban antiquarians, but they can equally create similarities between them. Sometimes a difference is just a difference and has little to do with the whole. Other times, the difference has more to say for the whole and creates different preconditions for the city antiquarians. At the same time, if one looks at this against the role of city antiquarians in the cultural heritage management, these differences have little significance.
