dc.description.abstractMasteroppgavens formål er å undersøke hvordan arealplanlegging kan gjøres til et sterkere verktøy for bevaring av biologisk mangfold. Bakgrunnen for problemstillingen er et akselererende tap av biologisk mangfold, som i høy grad skyldes menneskelige påvirkninger, som endret arealbruk. Befolkningsvekst og urbanisering med påfølgende behov for byutvikling og fortetting legger press på eksisterende grønnstruktur. Klimaendringer truer også biologisk mangfold, samtidig som det vil være viktig å ha robuste økosystemer for å takle negative konsekvenser av klimaendringene. Videre har Norge ratifisert ulike internasjonale konvensjoner, som forplikter oss til å hindre tap av biologisk mangfold. Teoridelen redegjør for relevant teori for masteroppgaven. Her blir det gjort rede for et utvalg av teorier og prinsipper innen biologisk mangfold, styringssystemer og planleggingsteori. Metoden som er valgt for å svare på problemstillingen er casestudie, dokumentstudier, litteraturstudier og intervju. De valgte casene befinner seg i Trondheim kommune, og består av ulike plandokumenter tilknyttet Kommuneplanens arealdel 2012-2024, Kommunedelplan for naturmangfold, og Detaljregulering av Lerslia. Casene vil illustrere praksis for bruk av tilgjengelige verktøy i de ulike plannivåene. I forskningsspørsmål 1 redegjøres det kort for hvilke verktøy og virkemidler som finnes for å sikre vern av biologisk mangfold i utarbeidelse av arealplaner i norske kommuner generelt. Forskningsspørsmål 2 presenterer funn fra intervjuer og analyse av de tre casene fra Trondheim kommune; kommuneplanens arealdel 2012-2024, kommunedelplan for naturmangfold, og detaljregulering av Lerslia. Dette gir grunnlag for å svare på hvordan og i hvilken grad verktøyene identifisert i forskningsspørsmål 1 blir brukt i planprosesser i Trondheim kommune. I det siste forskningsspørsmålet trekkes utvalgte verktøy og virkemidler fra forskningsspørsmål 2 frem, og det gjøres en vurdering av deres egnethet til å sikre vern av biologisk mangfold, samt vurdering av muligheter for styrking av verktøyene. Funnene fra dokumentstudier, intervju og casestudie drøftes opp mot relevant teori, og studien konkluderer med at arealplanlegging kan gjøres til et sterkere verktøy for bevaring av biologisk mangfold med lovendringer av Plan- og bygningsloven, samt endring av praksis i kommunen.
dc.description.abstractThe purpose of the master's thesis is to investigate how urban planning can function as a stronger tool for conservation of biological diversity. The background for the thesis is an accelerating loss of biological diversity, which is largely due to human influences such as land use. Population growth and urbanization and the consequent need for urban development and densification puts pressure on the existing green areas. Climate change also threatens biological diversity, and it will be important to have robust ecosystems to cope with the negative consequences of climate change. Furthermore, Norway has ratified various international conventions, which commit us to preventing the loss of biological diversity. The theory chapter explains relevant theory for the master's thesis. Here, a selection of theories and principles within biological diversity, management systems and planning theory are explained. The methods chosen to answer the research questions are case studies, document studies, literature studies and interviews. The selected cases are located in Trondheim Municipality, and consist of various planning documents associated with Trondheims Kommuneplan 2012-2024, Kommunedelplan for naturmangfold, and Detaljregulering av Lerslia. The cases will illustrate the practice of using available tools in the various plan levels. Research question 1 briefly describes the tools and instruments that exist to ensure the protection of biological diversity in the preparation of urban plans in Norwegian municipalities in general. Research question 2 presents findings from interviews and analysis of the three cases from Trondheim municipality. This provides a basis for answering how and to what extent the tools identified in research question 1 are used in planning processes in Trondheim municipality. In the last research question, selected tools and instruments from research question 2 are highlighted, and an assessment is made of their suitability to ensure the protection of biological diversity, as well as an assessment of opportunities for strengthening the tools. Based on the research questions, the thesis finally discusses how urban planning can be made a stronger tool for the conservation of biological diversity. The findings from the document studies, interviews and case studies are discussed linked to relevant theory, and the study concludes that urban planning can become a stronger tool for conservation of biological diversity with changes in the Planning and Building Act, as well as changes in practice in the municipality.
