Norway needs the emergence of new knowledge-intensive industries to cope with the extensive societal challenges that we will face in the years to come and where we will need to adapt to a greener and more sustainable society. The “knowledge-city” Trondheim hosts Norway's largest university and when the Norwegian University of Science and Technology (NTNU) now gathers its academic communities into a single campus, a unique opportunity is created to develop a world-leading knowledge district - an innovation district. Key actors have joined forces to develop an innovation district with the aim of increasing the city's competitive advantage in the global knowledge economy. In addition, the district's urban qualities will be developed with the aim of perceiving the area as both attractive and inclusive for all residents and visitors. In this research assignment, I examine initiated and planned processes to achieve this goal, and whether they are sufficient. The purpose is to answer the following question: How to create an attractive and inclusive urban area, and how is this achieved in Trondheim's innovation district? The research question is answered by using a qualitative case approach to data collection and by processing and analyzing the data material. The research project consists of a document study of relevant documents and plans, as well as interviews with five different actors with a special interest in the development of the area. A discussion of collected empirical data against theoretical approaches that explain trends in urban development, place qualities, the relational place perspective, participation, collaborative governance and co-creation, as well as various forms of urban planning, answers the research question. A compilation of empirical findings with the theoretical framework reveals that Trondheim's innovation district initiative is on its way to developing an attractive and inclusive urban area. However, there are important considerations that must be addressed, such as distribution of power and participation in the development process. If these considerations are not taken into account, there is a risk of developing an area that only provides benefits for a limited group of people (innovation and knowledge workers). The initiative will in that case not succeed in achieving the diverse and multifunctional area where creativity, knowledge sharing, and innovation arise.
