dc.description.abstractTema for denne masteroppgaven er «Eiendomsstrategi i norske kommuner», med problemstillingen: Hva bør en eiendomsstrategi i norske kommuner inneholde? Oppgaven er metodisk løst gjennom en innledende litteraturstudie av etablert teori innen fagområder som er relevante for temaet. Det er gjort dokumentstudier av etablerte eiendomsstrategier og styrende dokumenter hos et utvalg eiendomsaktører, tre offentlige og en privat. De samme aktørene har deltatt i et dybdeintervju. Basert på sentrale funn fra disse prosessene, har det vært gjennomført en workshop med en fokusgruppe, hvor funnene ble diskutert. Teorien innenfor temaet eiendomsstrategi i det offentlige er noe fragmentert. Det finnes mye god informasjon for ulike fagområder innenfor temaet, eksempelvis eiendomsforvaltning, porteføljestyring og strategi. Eiendomsstrategi som eget tema er noe mer begrenset, ytterligere begrenset når det er snakk om offentlig eiendom. De gjennomførte dokumentstudiene og intervjuene forteller oss at det pågår mye bra strategisk arbeid blant eiendomsaktørene. Det finnes imidlertid noen utfordringer som gjennom denne oppgaven fremstår mer fremtredende enn andre: • Rolleforståelse i eiendomsforvaltningen, herunder manglende insentiver og virkemidler som kan bidra til bedre utøvelse av rollene som eier, bruker og forvalter. • Effektiv arealutnyttelse, herunder insentiver og virkemidler for å synliggjøre kostnader ved arealbruk og hvordan dette påvirker eier, bruker og forvalter. • Målesystem, herunder mangel på målbare mål og tilknyttede indikatorer. Mangel på bruk av målesystem knyttet til forbedringsarbeid og rapportering av resultater og status på eiendomsstrategien. • Tilfredsstille prioriterte brukerbehov, herunder manglende insentiver og bruk av tilfredshetsmålinger som virkemiddel for forbedringsarbeid i eiendomsforvaltningen. Det er utviklet en modell i denne masteroppgaven og illustrerer hvor eiendomsstrategien er plassert i en kommunal eiendomsavdeling og hva strategien bør inneholde. Eiendomsstrategien styres av eiers og kjernevirksomhetens behov og bør inneholde: Porteføljestyring er det overordnede elementet for eiendomsstrategiens strategiske beslutninger knyttet til styring av eiendomsporteføljen. Investerings- og utviklingsstrategien baserer seg på porteføljestrategiens beslutninger og definerer rammene for investeringer og utvikling av eiendomsporteføljen. FDVUS (forvaltning, drift, vedlikehold, utvikling og service) og FM (facility management) omhandler et stort fagområde innenfor eiendom. Tradisjonelt vil strategi for forvaltning, drift og vedlikehold være sentral. Utvikling de senere årene har utvidet fokus til også å omfatte FM som er «integrasjon av prosesser i en organisasjon for å opprettholde og utvikle avtalte tjenester som støtter og forbedrer effektiviteten til organisasjonens primære aktiviteter» (Haugen, 2008, s. 9). Miljø- og bærekraft handler i eiendomsstrategiene om redusert ressursforbruk i både driftsfase og ved oppføring av nye bygg. Implementering på taktisk nivå, handler om hvordan eiers strategiske beslutninger for innhold i eiendomsstrategien setter rammer for eiendomsforvaltningen Mål og retningslinjer i denne modellen, er også innhold i strategien, men er like mye del av et målesystem knyttet til forbedringsarbeid og rapportering av resultater og status på eiendomsstrategien. Som det fremgår av modellen er dette illustrert med utgangspunkt i eiendomsstrategien, som skal gjelde for hele organisasjonen i eiendomsavdelingen. Basert på disse mål og retningslinjene må det utarbeides indikatorer i organisasjonen som fører til beregnede indikatorer på neste, høyere nivå. Slike aggregerte målinger kan resultere i KPI-er som gir eier verdifull informasjon om status og utvikling i forhold til ulike fokusområder. KPI-ene i modellen er eksempler, men ikke tilfeldig valgt. Disse er påpekt som gode hovedindikatorer av fokusgruppa. Andre eksempler som er nevnt i intervjuene er brukertilfredshet, arealutnyttelse og kostnadseffektivitet. Et viktig moment i forhold til valg av hovedindikatorene i en FM-organisasjon er imidlertid at de må sees i sammenheng med hovedindikatorene i bestillerorganisasjonen (kjernevirksomheten). KPI-ene utgjør målinger som bør gjennomføres som en del av rapporteringen til eier.
dc.description.abstractThe theme for this master's thesis is «Real estate strategy in Norwegian municipalities», with the research question: What should a real estate strategy in Norwegian municipalities contain? The thesis is methodically solved through an introductory literature study of established theories within areas relevant to the topic. Document studies have been completed based on established real estate strategies and governing documents with a selection of real estate organisations, three public and one private. Representatives from the same organizations have participated in an in-depth interview. Based on key findings from these processes, a workshop has been conducted with a focus group, where preliminary findings were discussed. The field of theory within real estate strategy in the public sector is somewhat fragmented. There is valuable information for various disciplines within the topic such as property management, portfolio management and strategy. Real estate strategy as a separate topic is however somewhat more limited, and further limited when it comes to public real estate. The completed document studies and interviews tell us that a there is promising strategic work happening among the real estate organizations. However, there are some challenges that through this thesis appear more prominent than others: • Understanding roles in property management, including lack of incentives and instruments that can contribute to better performance of the roles of owner, end-user and property manager. • Effective land use, including incentives and instruments to make visible the costs of land use and how this affects the owner, end-user and property manager. • Measurement system, including lack of measurable goals and associated indicators. Lack of use of measurement system related to improvement work and reporting of results and status of the real estate strategy. • Satisfy priority user needs, including lack of incentives and use of satisfaction surveys as a tool for improvement work in property management. In this master's thesis we have developed a model that illustrates where the real estate strategy is located in a municipal real estate department and what the strategy should contain. The real estate strategy is governed by the needs of the owner and the organisations core business, and should include: Portfolio management. This is the overriding element of the real estate strategy's strategic decisions related to the management of the real estate portfolio. The investment and development strategy that are based on the portfolio strategy's decisions and defines the framework for investments and development of the real estate portfolio. FDVUS (management, operation, maintenance, development, and service) and FM (facility management), which cover a large subject area within real estate. Traditionally, strategy for management, operation and maintenance will be essential. Development in recent years has expanded the focus to also include FM, which is "integration of processes in an organization to maintain and develop agreed services that support and improve the efficiency of the organization's primary activities" (Haugen, 2008, p. 9). Sustainability, which in the real estate strategies revolves around reduced resource consumption in both the operational phase and when constructing new buildings. Implementation at a tactical level is concerned with how the owner's strategic decisions for the content of the property strategy set the framework for real estate management. Goals and guidelines in this model are also content in the strategy but are just as much part of a measurement system related to improvement work and reporting of results and status of the real estate strategy. As can be seen from the model, this is illustrated based on the real estate strategy, which is to apply to the entire organization in the real estate department. Based on these goals and guidelines, indicators must be developed in the organization that lead to calculated indicators at the next, higher level. Such aggregated measurements can result in KPIs that provide the owner with valuable information about status and development in relation to various focus areas. The KPIs in the model are examples, but not randomly selected. These are highlighted as good main indicators by the focus group. Other examples mentioned in the interviews are user satisfaction, land use and cost efficiency. An important factor in relation to the choice of the main indicators in an FM organization is, however, that they must be seen in connection with the main indicators in the ordering organization (the core business). The KPIs constitute measurements that should be carried out as part of the regular reporting to the owner.
