The field of speech therapy consists of two equal directions, the health-wise and the pedagogical. This master's thesis falls within the pedagogical direction and consists of language difficulties (developmental language difficulties) and bilingualism. The purpose of the study is to investigate what qualifications the schools have for separating language difficulties and weak proficiencies in Norwegian. I have limited the task, and have applied the following problem: How are bilingual students language difficulties assessed in the upper secondary schools in Agder? In order to answer this, I looked at what systems and what competence secondary schools have to carry out these tasks. This thesis uses the quantitative method based on the answers from 14 of a total of 18 of the county's upper secondary schools. The schools have answered various questions about assessing this group of students in the 2019/2020. In addition, the informants have given written statements describing their experiences on this topic. The data material is mainly analysed using a descriptive analysis, where tables and figures are used to support the text. The results from the survey show a large variation in how to assess bilingual students when the school suspect language difficulties within a student. The survey indicates that the school owner does not provide a common system that guides the schools' work of assessing languages difficulties. The competence that the schools had access to also varied. Several of the schools struggled with this statutory task. This may suggest that a bilingual student with language difficulties who started upper secondary school in 2019/2020 in Agder met different competence and process for identifying and examine language difficulties, depending on which school the student started at. The findings of the study indicate that the upper secondary schools in Agder in 2019/2020 is characterized by an unsystematic approach and varied implementation methods across the schools. Based on previous research and theory, I believe that the upper secondary schools in Agder County Municipality will profit with better and common systems, appropriate tools and competence, which also ought to include speech therapy competence. The study will be relevant for professions which the schools are working closely with, such as the Pedagogical-psychological service (PPT), speech therapists and others, for them to be able to have an overview of the competence that exists, and possibly what guidance and support are needed in the schools to improve the quality of the work. This will also be of value for the school owner, Agder County Municipality.
