dc.description.abstractDenne masteoppgaven handler om konstruksjonen av et nytt system for å regulere produksjonskapasitet i den norske oppdrettsnæringen, kalt Trafikklyssystemet. Myndighetene har kommet fram til at tildelinger av vekst eller pålegg om reduksjon skal skje ved faste tidsintervaller og bestemmes utfra mål på miljøstatus innenfor avgrensede produksjonsområder. På denne måten vil myndighetene sikre forutsigbar vekst og miljømessig bærekraftig produksjon. Det nye reguleringssystemet kan ses på som et foreløpig resultat av et kontinuerlige stabiliseringsforsøk med hensyn til reguleringen av lakseoppdrettsnæringen. Problemstillingen som denne oppgaven har søkt å svare på har vært: I forbindelse med innføringen av et nytt reguleringssystem for kapasitetsendringer - hvordan forhandlet de ulike aktørene om samspillet mellom vekst og miljøpåvirkning i oppdrettsnæringen? Ved å undersøke dette gjennom Callons (1998) innrammingsperspektiv belyser jeg hvilke hensyn som det tas stilling til i møtet mellom næringsutvikling og det samtidige målet om å ivareta miljø samt identifisere hvilke forhandlingspunkt som har vært de mest kontroversielle. Jeg har fulgt utviklingen gjennom to regjeringsperioder fra 2007 til 2017: Stoltenberg-regjeringen rammet inn arealomstrukturering som en løsning på både miljøproblemer og en opplevelse av mangel på tilgjengelig areal som et hinder for videre vekst. Et utvalg oppnevnt for å lage en løsning på arealproblemene utvidet imidlertid denne rammen til å også inkludere den politiske styringen av vekst, driftsregulering og næringsstrukturen. Løsningsforslaget innebar en omfattende endring i arealstrukturen, innføring av handlingsregler med miljøindikatorer for å styre kapasitetsendringer og miljøtiltak, opprettelse av produksjonsområder og synkronisert produksjon. Forslagene ble godt mottatt av mange, blant andre sektormyndighetene og forskerne. Oppdrettsnæringen selv og kommunene, derimot, var negative og rammet inn forslagene som ‘uvitenskapelig’, ‘overformynderi’ og ‘ødeleggende for små oppdrettsaktører’ heller enn en løsning på vekst- og miljøproblemene. Stoltenberg-regjeringen avviste derfor til slutt utvalgets forslag. Når Solberg-regjeringen igjen tok tak i prinsippene fra utvalgets forslag til å lage sin egen versjon i form av Trafikklyssystemet var det særlig utvalgets argumentasjon om at denne formen for kapasitetsregulering ville skape forutsigbarhet for næringen og ivaretakelse av miljøet de tok med seg. Å lykkes med innføringen krevde stramme rammebetingelser og forenklinger fra det opprinnelige forslaget. Denne forenklingsprosessen har imidlertid ført til at en rekke hensyn som har vært i spill underveis har blitt eksternalisert, eksternaliteter som kan true med å oversvømme Solberg-regjeringens stramme rammer.
dc.description.abstractThis master's thesis is about the construction of a new system to regulate production capacity in the Norwegian aquaculture industry, called the Traffic Light System. The authorities have come to the conclusion that allocations of growth or orders for reduction should take place at fixed time intervals and be determined on the basis of measures of environmental status within limited production areas. In this way, the authorities will ensure predictable growth and environmentally sustainable production. The new regulatory system can be seen as a preliminary result of a continuous stabilization attempt with regard to the regulation of the salmon farming industry. The problem that this thesis has sought to answer has been: In connection with the introduction of a new regulatory system for capacity changes - how did the various actors negotiate the interaction between growth and the environmental impact in the fish farming industry? By examining this through Callon's (1998) framing perspective, I have shed light on the aspects that are in play in the meeting between industry development and the simultaneous goal of safeguarding the environment. I have followed the development through two government periods from 2007 to 2017: The Stoltenberg government framed framed re-distribution of the locations of fish farms as a solution to both environmental problems and an experienced lack of available localities as an obstacle to further growth. However, a committee appointed to create a solution to this expanded this framework to also include the political management of growth, regulation and industry structure. The proposed solution entailed a comprehensive re-location scheme, introduction of action rules with environmental indicators to manage capacity changes and environmental measures, creation of production areas and synchronized production. The proposals were well received by many, including authorities and researchers. The aquaculture industry itself and the municipalities, on the other hand, were negative and framed the proposals as 'unscientific', 'over-guardianship' and 'destructive for small-scale fish farmers' rather than a solution to the growth and environmental problems. The Stoltenberg government therefore ultimately rejected the committee's proposal. When the Solberg government again took up the principles from the committee's proposal to create its own version in the form of the Traffic Light System, it was especially due to the committee's argument that this form of capacity regulation would create predictability for the industry and safeguard the environment. Succeeding in the implementation required strict framework and simplifications from the original proposal. However, this simplification process has led to a number of considerations that have been at play along the way being externalised, externalities that may threaten to flood the Solberg government's tight framework.
