Sammendrag
Temaet for oppgaven er endring i offentlig organisasjon, herunder politireformen som ble igangsatt i 2016. Politireformen høstet stor medieomtale i særs negativ grad, hvor det fremkom utbredt misnøye blant politiansatte. Formålet med bacheloroppgaven er å undersøke nærmere om motstand mot politireformen og årsaker til motstand. Vi har formulert følgende problemstilling: Har politireformen ført til intern motstand i politidistriktet?
Formålet med oppgaven er å knytte innhentet empiri fra dybdeintervjuer opp mot relevant teori for å drøfte problemstillingen. Vårt teoretiske fundament omhandler først en redegjørelse av offentlige organisasjoner, hierarki og byråkrati. Videre bygger fundamentet på teorier om sosiale kraftfelt og endringsprosesser. Deretter går vi inn på ulike årsaker til motstand og endringskynisme. Så knyttes problemstillingen opp mot tidligere forskning på området. Vi har gjennomført en kvalitativ studie og har i alt gjennomført syv intervjuer. Resultatene som presenteres kan være av interesse for endringsledere generelt, men spesielt til endringsledelse av større omstillinger i offentlige organisasjoner.
Funnene indikerer at det ikke har vært intern motstand i politidistriktet. Oppgaven belyser hvordan hierarkiet og informasjonsflyten i politiet har gjort kommunikasjon utfordrende, og hvilke konsekvenser dette har hatt i alle ledd i politidistriktet. Det kommer også frem hvordan kommunikasjon som strategisk verktøy brukes i planlegging og gjennomføring av reform i offentlig sektor og hvor avgjørende kommunikasjon er for endringsprosessens mulige suksess. Politiet i distriktet oppgaven har tatt for seg har opplevd flere faktorer som kan knyttes opp mot endringsmotstand, deriblant bruken av ordet nærpolitireform, usikkerhet knyttet opp mot arbeidsstilling og –oppgaver og utfordringene med sentralisering og styrket fagmiljø. Oppgaven antyder at de nevnte faktorene ikke har ført til intern motstand, og at det kan forklares med politiets endringskultur og tiden som har gått fra introduseringen av reformen i 2015, til sluttføringen i dag. The subject for this research is change management in the public sector, based on the Norwegian police reform that was implemented in 2016. The police reform underwent a great deal of negative media coverage, with seemingly widespread dissatisfaction among police employees. The purpose of this study is therefore to perform a qualitative case study in a Norwegian police district to see if there has been internal resistance to the police reform, in which case where in the organization the resistance has been prominent, as well as factors that may have caused resistance. This has led to the following topic question: Has the police reform led to internal resistance in the police district?
The aim of the case study is to tie empirical data from in-depth interviews to relevant theories to discuss the topic question. Our theoretical fundament consists of a clarification on the public sector, hierarchy and bureaucracy. The fundament further built on theories of Lewin’s force-field analysis, and processes of change. It continues with causes for resistance and change cynicism. Our topic question is then tied to previous research on our chosen topic. The following results may be of interest to change managers in general, but especially to change management of a larger scale in the public sector.
The findings indicate that there has not been internal resistance in the police district. The case study describes how the hierarchy and flow of information within the police has made communication challenging, and the consequences this has had in all levels in the police district. This case study emphasizes the importance of using communication as a strategic tool in both planning and implementation of reforms in the public sector as well as how essential communication is for a reform’s probable success. In the police district this case study has its empirical data from, there are several factors that may be tied to change resistance, for instance by using the term near/close police reform in the introduction stages, uncertainty about both job description and tasks, and challenges due to centralization and strengthened professional environment. The case study suggests that these mentioned factors have not turned to internal resistance, and that this may be because of the police’s change culture and the time that has passed since the introduction of the reform in 2015, until its current completion.
