dc.description.abstractI forbindelse med den norske kommunereformen har flere kommuner frivillig slått seg sammen. Samarbeidet mellom kommunene i forbindelse med kommunesammenslåingen representerer et interorganisatorisk samarbeid og medfører kompleks styring. Økonomistyringslitteraturen har i senere tid hatt et økt fokus på å studere interorganisatoriske samarbeid i offentlig sektor. Formålet med denne studien er å gi en bedre forståelse for kommunesammenslåingsprosesser som en form for interorganisatorisk relasjon i offentlig sektor. I denne studien har vi følgende problemstilling: «Hvilke erfaringer har en liten kommune tilegnet seg fra kommunesammenslåing mellom stor og liten kommune?» Denne avhandlingen er et bidrag til forskningsfeltet der vi belyser utfordringer og styringsmekanismer i et slikt samarbeid. Det trekkes også frem hvilken betydning kommunens tidligere interkommunale samarbeid oppleves å ha hatt for samarbeidet i kommunesammenslåingsprosessen. For å besvare problemstillingen har vi foretatt en kvalitativ casestudie av kommunesammenslåingen mellom Klæbu og Trondheim. Vi har foretatt et pilotprosjekt, åtte dybdeintervjuer, en observasjon av møtevirksomhet samt dokumentstudier. Studien viser at erfaringene til Klæbu er at kommunesammenslåingsprosessen i stor grad har handlet om hvordan man skal innlemme Klæbu i Trondheim kommune. Klæbu har opplevd utfordringer knyttet til mangelfull veiledning og styring fra Kommunal- og moderniseringsdepartementet samt interesseorganisasjoner. Det kommer også frem hvordan Klæbu har hatt et relativt mindre nettverk å støtte seg til enn Trondheim, og har dermed følt seg alene i kommunesammenslåingsprosessen. Studien finner at tillit har vært en svært sentral styringsmekanisme for kommunene i kommunesammenslåingsprosessen. Tillit som styringsmekanisme har vært spesielt utbredt på tjenesteområder der det har vært tidligere interkommunalt samarbeid, og har medført at samarbeidet om kommunesammenslåingen har opplevdes lettere. dc.description.abstractIn connection with the Norwegian municipal reform, several municipalities have voluntarily amalgamated. The cooperation between the municipalities in connection with the municipal amalgamation represents an inter-organizational cooperation and entails complex governance. The literature on management accounting has recently increased its focus towards studying inter-organizational cooperation in the public sector. The purpose of this study is to provide a better understanding of a municipal amalgamation process as a form of inter-organizational relationship in the public sector. In this study we have the following research question: «What experiences has a small municipality gained from the municipality amalgamation between a large and small municipality?» This dissertation is a contribution to the research field in which we highlight the challenges and governance mechanisms in such a collaboration. It also highlights the importance of the municipality's previous inter-municipal cooperation may have contributed to the cooperation in the municipal amalgamation process. To answer the question, we have conducted a qualitative case study of the municipal amalgamation between Klæbu and Trondheim. We have conducted a pilot project, eight in-depth interviews, an observation of meeting activities and document studies. The study shows that Klæbu's experience is that the municipal amalgamation process has largely been about how to incorporate Klæbu in Trondheim municipality. Klæbu has experienced challenges related to inadequate guidance and governance from Kommunal- og moderniseringsdepartementet as well as other interest organizations. It also shows how Klæbu has had a relatively smaller support network than Trondheim, and thus experienced feeling alone in the municipal amalgamation process. The study finds that trust has been a very central governance mechanism for the municipalities in the municipal amalgamation process. Trust as a governance mechanism has been particularly widespread in service areas where there has been previous inter-municipal cooperation. Klæbu's experience is that this trust has led to the cooperation in the municipal amalgamation being easier.
