dc.description.abstractDe siste årene har andelen kraftproduksjon fra vindkraft økt betraktelig, som følger av flere år med større investeringer i norsk vindkraftnæring og støtte fra offentlige myndigheter. Dette har resultert i en svært bedriftøkonomisk lønnsom vindkraftsektor i Norge. Likevel viser det seg at vindkraftverkene medfører flere uforutsette miljøkonsekvenser som ikke har vært medberegnet i kostnadsgrunnlaget bak denne lønnsomheten. Vindkraft er heller ikke en regulerbar energikilde, som er et økende behov i et Europa med stadig mer fokus på fornybar energi. En kraftteknologi som derimot både er regulerbar og sterkt etablert i Norge er vannkraft. Det er også slik at eksisterende vannkraftverk kan oppgraderes og utrustes til å produsere mer kraft enn hva alle eksisterende vindkraftverk i Norge utgjør til sammen, uten særlige ytterligere miljøinngrep. Vannkraft i Norge er derimot relativt hardt beskattet, i så stor grad at det ikke lenger er bedriftøkonomisk lønnsomt å utruste. Oppgavens problemstilling er å analysere og sammenligne skatteordningene og den samfunnsøkonomiske lønnsomheten ved kraftproduksjon fra vind- og vannkraftteknologi. Oppgaven skal benytte relevant teori til å konsturere et teoretisk modellrammeverk som skal simulere kostnader og inntekter ved ett vindkraftverk og ett vannkraftverk. Modellrammeverket vil tillate oppgaven å utarbeide både en bedriftøkonomisk og en samfunnsøkonomisk lønnsomhetsmodell for hvert kraftverk. Herfra vil oppgaven først foreta en analyse og sammenligning av dagens skatteordning ved de to kraftteknologiene. Deretter vil oppgaven foreta en samfunnsøkonomisk analyse og drøfte de samfunnsøkonomiske konsekvensene ved hver kraftteknologi. Konklusjonen er at dagens skatteordningen mellom vind- og vannkraft er skjevfordelt og i favør av vindkraft. Samtlige skatter som pålegges vannkraft ansees å være overførbare til å også omfatte vindkraft. Lønnsomheten i vindkraft ser ut til å bli i større grad beskyttet av myndighetene. En eventuell skattelegging av vindkraft vil kompensere for de samfunnsøkonomiske konsekvensene vindkraftverkene medfører. Vannkraft er i utgangspunktet bedriftøkonomisk lønnsomt, og har generelt lavere kostnader per produsert kraftenhet enn vindkraft. Vannkraft er ikke lenger bedriftøkonomisk lønnsomt som følger av dagens skatteordning. Oppgavens analyse av samfunnsøko- nomiske kostnader konkluderer i at vindkraft ikke er samfunnsøkonomisk lønnsomt. Vannkraft er derimot samfunnsøkonomisk lønnsomt. En inkludering av miljøkostnader og andre samfunnsøkonomiske kostnader i det reelle kostnadsgrunnlaget til ulike kraftteknologier vil bidra til at de mest samfunnsøkonomisk lønnsomme prosjektene som blir realisert først, og ikke bare de teknologiene som er mest bedriftøkonomisk lønnsomme.
dc.description.abstractIn recent years, the share of power production from wind power has increased considerably, which follows from several years of major investments in the Norwegian wind power industry and support from public authorities. This has resulted in a highly profitable wind power sector in Norway. Nevertheless, it turns out that the wind power plants have several unforeseen consequences that have not neen included in the cost basis behind this profitability. Wind power is also not a regulatable energy source, which is in growing demand in a Europe with an increasing focus on renewable energy. A power technology that, on the other hand, is both regulatable and already strongly established in Norway is hydropower. It also turns out that existing hydropower plants can be upgraded and equipped to produce more power than all existing wind turbines in Norway combined, without special further environmental interventions. On the other hand, hydropower in Norway is relatively heavily taxed, to such an extent that it is no longer economically profitable. The problem of the thesis is to analyze and compare both the current tax schemes and the socio-economic profitability of power production from wind and hydropower technology. The thesis will use relevant theory to construct a theoretical model framework that will simulate costs and revenues. The model framework will allow the thesis to construct both a business economic and a socio-economic profitability model for each power plant. From here, the thesis will first make an analysis and comparison of the current tax scheme for the two power technologies. Then the thesis will make a socio-economic analysis and discuss their socio-economic consequences. The thesis concludes that the current tax scheme between wind and hydropower is skewed and in favor of wind power. All taxes imposed on hydropower are considered transferable to include wind power. An potential further taxation of wind power will compensate for the socio-economic consequences of the wind power plants. Hydropower is to begin with economically profitable, and generally has lower costs per power unit produced than wind power, but as a direct result of the current tax scheme, hydropower will no longer be economically profitable in the presence of current taxation. The thesis' analysis of socio-economic costs, especially environmental costs, concludes that wind power is not socio-economically profitable, given the thesis' assumptions. In contrast, hydropower is in fact socio-economically profitable. An inclusion of environmental costs and other socio-economic costs in the actual cost basis for various power technologies would contribute to the most socio-economically profitable projects being the projects that are realised first, and not just the technologies that are most economically profitable.
