dc.description.abstractDenne oppgaven har undersøkt hvordan tatere ble ansett av det norske samfunnet mellom 1850-1930. Oppgaven har også sett nærmere på hvordan taterne ble omtalt og hvordan den skiftende begrepsbruken sammenfalt med en periode med strengere politikk rettet mot tatere og andre omstreifende grupper. Ved gjennomgang av stortingsdokumenter har jeg vist hvordan flertallet av Stortinget forholdt seg passiv ovenfor taterne. Flere lovforslag ble fremlagt, det ene strengere enn det andre, men alle nedstemt med begrunnelse at problemet ville løse seg selv. Likevel hardnet språkbruken rundt taterne til på Stortinget. Stortingets passivitet fortsatte frem til Misjonen kom på banen og fikk sterk innflytelse på politikken ført ovenfor taterne, som de konsekvent omtalte som omstreifere. Den strenge og negative språkbruken ble tatt opp og videreført i avisene. Avisene brukte både tater og omstreifer om hverandre og de negative holdningene overfor taterne var synligere i avisen. Mord, brann og tyverier var oppmerksomheten tatere og omstreifere ble tildelt. Ved å svare på de tre forskningsspørsmålene kan en konkludere med at det norske samfunnet forholdt seg passive og negative ovenfor taterne i perioden 1850-1930. Holdningene ovenfor dem var stort sett negative og ble stadig av preget mer mistenkeliggjøring. Den viktigste aktøren som påvirket lovverket og den faktiske politikken ovenfor taterne var Misjonen, som hadde som klart mål å utrydde taternes kultur og levemåte.
dc.description.abstractThis Master thesis has examined the perception of the Tatar population (Romanisael Travellers) in Norwegian society between 1850 and 1930. The thesis has looked at how the Tatars were described and how the change in use of terms coincided with a period of increasingly strict policies aimed at the Tatars and other nomadic groups. By reviewing parliamentary documents, it has been shown how the majority of the representatives at the Storting (Norwegian Parliament) remained passive with regards to the Tatars. Several bills were presented, one more stringent than the other, but all voted down on the grounds that the problem would solve itself. Nevertheless, the language used to describe the Tatars in the Storting, hardened. The Storting's passivity persisted until the creation of Misjonen, the Association for Countermeasures against the Travelling population (“Foreningen til Modarbeidelse af Omstreifervæsenet”, or simply “Misjonen”), which and had a strong influence on policies concerning the Tatars, who were consistently referred to as omstreifere (vagrants or landloupers). The strict and negative language was adopted by the media. Newspapers used the terms Tatars and vagrants, and the negative attitude towards the Tatar population became increasingly visible in newspapers, where Taters were mentioned mainly in cases regarding murder, fire and theft. By answering the three research questions posed in this thesis, one may conclude that Norwegian society had a passive and negative attitude towards the Tatar population in the period 1850 to 1930. The perception of them remained largely negative, characterised by suspicion. Furthermore, the most important player that influenced the legislation and policy towards the Tatars was Misjonen, which had the clear goal of eradicating the Tatars' culture and way of life.
