NORWAY AND THE EUROPEAN GREEN DEAL

Abstract

Denne oppgaven forsøker å svare på i hvilken grad Europeiske Union (EU) påvirker Norges klima og miljøpolitikk. For å gjøre dette bruker oppgaven direktiv om engangsartikler av plast (EU direktiv 2019/904) for å studere et konkret eksempel av EU lovgivning som gjennomføres som konsekvens av det europeiske økonomiske samarbeidsområdet (EØS). Oppgaven gir et overblikk over den Europeiske Union sin strategi EUs grønne giv (European Green Deal), samt et overblikk over direktiv om engangsartikler av plast. Deretter gir oppgaven et overblikk over Norsk miljø og klimapolitikk i lys av EUs grønne giv, etterfulgt av en gjennomgang av prosessen med innføringen av direktiv om engangsartikler av plast i Norge. Videre diskuteres det i hvilken grad EUs grønne giv har påvirket Norsk klima og miljøpolitikk. Dette analyseres med ‘europeisering’ som teoretisk rammeverk. Oppgaven finner gjennom å sammenligne to Meldinger til Stortinget fra før og etter EUs grønne giv var lansert at diskursen drastisk endres, spesielt i ordvalg. Oppgaven gir mulige forklaringer for måten direktiv om engangsartikler av plast har blitt møtt som at Norge ønsker å passe inn og at målene i EUs og Norges klima og Miljøpolitikk ligger nære hverandre. Oppgaven konkluderer med at det er klare tendenser til å hevde at EU i stor grad setter styringen for Norsk diskurs innen klima- og miljøpolitikk.

This thesis attempts to answer the extent to which the European Union (EU) influences Norway's climate and environmental policy. To do this, the thesis uses The Single-Use Plastics Directive as a case to study a concrete example of EU legislation that is implemented in Norway because of the European Economic Area (EEA). The thesis provides an overview of details in the European Union's strategy the European Green Deal, as well as an overview of details in the Single-Use Plastics Directive. The thesis then examines and compare Norwegian environment and climate policy in the light of the European Green Deal, followed by a review of the process of introducing the Single-Use Plastics Directive in Norway. Next the thesis discusses to what extent the European Green Deal has affected Norwegian climate and environmental policy. This is analyzed with 'Europeanisation' as a theoretical framework. The thesis finds through comparing two government white papers, one published before and the other one after the European Green Deal was launched that the discourse changes drastically, especially the choice of words used. The thesis provides possible explanations for the way in which The Single-Use Plastics Directive have been met, such as arguing that Norway wants to ‘fit in’ and that the goals of the EU and Norway in terms of climate and environmental policy are closely linked to each other. The thesis concludes that there are clear tendencies to claim that the EU largely affects Norwegian discourse in climate and environmental policy.
