dc.description.abstractEndringer i barnvernloven, omorganisering og innføring av nye fagdataverktøy, med uttalte målsettinger om at flere og yngre skal involveres i sine barnevernssaker - i hvilken grad medfører dette at barnas stemme i større grad fremkommer i barnevernets vurdering og beslutningsgrunnlag? Endringer i forekomst av barns deltakelse i egne barnevernssaker, er tema for denne studien. Intensjoner og målsetting for barnevernets organisasjoner og fagfelt om aktivt deltakende barn- virker det i praksis? Nyere syn på barn og barndom utfordrer et barnevern som kanskje ikke snakker nok med barn og som samtidig har krav på seg til å gjøre barn mer synlig som deltakere. Studien har både kvalitativ og en kvantitativ tilnærming. Gjennom å lese fra barnevernets internt produserte dokumenter har jeg søkt å få innblikk i hvor fremtredende barneperspektivet, inkludert barnas eget perspektiv, er i dag sammenlignet for 10 år siden. Barnevernets beskrivelser om barn og deres behov, henvisning til barns utsagn og samtaler med barn, ble registrert fra to tidspunkt 2000 og 2009, før og etter endringer i barnevernloven, omorganisering og fagverktøy. Dette tallmaterialet ble behandlet i SPSS og presenteres i oppgaven med frekvens og krysstabeller. Studiens hovedfunn fra den kvantitative analysen ble presentert for barnevernarbeiderne i samme kommune i et fokusintervju med seks barnevernarbeidere. Resultatene fra fokusintervju presenteres i oppgaven som tekst og sentrale funn fra begge analyser drøftes og ses i sammenheng. Det mest overraskende og oppsiktsvekkende funn er at barnas egen stemme synes mindre fremtredende i 2009 enn i 2000. Undersøkelsen har fokusert på aldersgruppen 7-12 år ut fra forventinger om størst endring i denne aldersgruppen da lovendringer fra 2003 initierer at barnevernet i større grad skal snakke med yngre barn i utredninger og tiltaksarbeidet. Mens antallet barn der det ikke var spor etter at de hadde snakket med saksbehandler i 2000 var 41.3 %, steg dette til 70 % for barna i 2009. Barna og deres behov omtales mer i 2009 enn i 2000, men synes i mindre grad å være inkludert i barnevernets prosesser. Funn fra fokusintervju med medarbeidere i barnevernet peker i retning av at barnevernarbeiderne opplever et økt barneperspektiv med tanke på et uttalt fokus og bevissthet på betydningen av barnet som deltaker. Samtidig peker andre funn fra undersøkelsen i retning av at det i praksis ikke gjennomføres samtaler som ivaretar barnas krav på medvirkning i tråd med barnekonvensjon og barnevernloven. Et barneperspektiv som inkluderer barnet forutsetter en praksis som involverer barnets perspektiv på den informasjon barnevernet gir, at barna ikke bare blir lyttet til, men hørt og at det de formidler, blir tillagt behørig vekt. Funn i studien peker på at holdninger til hva barn bør og kan delta i, tradisjonelle forståelser for barns behov for beskyttelse påvirker barnevernet begrensninger i å inkludere barna. I stedet for at politiske, organisatoriske og faglige endringer skulle bidra til økt brukermedvirkning og mer inkluderende tjenester, har vi i denne perioden hatt en nedgang i barns deltakelse i sine egne barnvernprosesser. Jeg antar at forklaringen på diskrepansen mellom ord og lære når det gjelder barns medvirkning i barnevernet er sammensatt. Både ressurstilgang, holdninger til barn i organisasjonen, saksbehandlere og folk flest vil ha innvirkning. Sammen med manglende kunnskap om barn og hvordan de kan inkluderes, dilemma knyttet til motsetningsforholdet mellom barns behov for deltakelse og beskyttelse og maktforholdet voksne - barn, påvirker det barns mulighet til deltakelse. Barnevernets har de siste årene hatt en uttalt dreining mot tilnærminger som fokuserer forebygging og forhandling. Et av spørsmålene denne undersøkelsen peker på, er om organisasjonsstrukturer og tilnærminger som følger fra statlig og kommunal satsing, følger samme lesten.nb_NO
dc.description.abstractChanges to the Child Welfare Act, reorganization of the child welfare and introduction of new subject tools concerning computer programs, all with stated goals of more and younger children to participate in their own child welfare case; In the extent to which this results in the child's voice increasingly emerges in the child welfare assessment and decision making? The changes in the incidence of children's participation in their own child welfare cases is the subject of this study. Intentions and objectives for child welfare organizations and disciplines to actively participating children; Does this work in practice? Recent views on children and childhood challenges a child welfare system who might not talk enough with children and who also has a claim to make children more visible as participants. The study has both a quantitative and a qualitative approach. By studying the child welfare office’s internal produced documents, I have attempted to get an insight in how prominent the child perspective, including the child’s perspective, is today compare to how it was ten years ago. The child welfare office’s description of the child and the child’s needs, referring to the child’s statements and conversations with the child, was registered at two point of times, 2000 and 2009. These points of times were before and after the changes in the Child Welfare Act, the reorganizing and the change of computer program. This material was treated in SPSS and is presented in this assignment with frequency- and cross tabs. The main findings from the quantitative analyses were presented for six child welfare workers in a focus interview. The child welfare workers work in the same commune where the data was collected. The results of the focus interview is presented in the assignment as text, and findings from each analyses are discussed and sees in context. The most surprising and startling find is that the child's own voice seems less prominent in 2009 than in 2000. The investigation has focused on the age group seven to twelve years, based on expectations about the greatest change in this age group, since the 2003 legislative initiates that the child welfare to a greater extent has to talk to younger children in the investigation and initiatives. While the number of children where there were no traces that they had talked with the executive officer in 2000 was 41.3%, this rose to 70% for children in 2009. The children and their needs are addressed more in 2009 than in 2000, but seem less inclined to be included in the child welfare processes. Findings from the focus interview with child welfare workers suggests that child welfare workers experience an increase in child perspective in terms of an explicit focus and awareness on the importance of the child as a participant. At the same time points other findings in the survey in the direction of a practice were conversations with children that safeguard children's right to participation in line with the Children Convention and the Child Welfare Act don’t get conducted. A child perspective that includes the child requires a practice that involves the child's perspective on the information given by the child welfare, that the child is not just being listened to but heard, and that its conveys are given due weight. Findings of the study indicate that attitudes to what children can and should participate in, traditional understandings of children's protection needs affect the child welfare’s restrictions to include the children. Instead of the political, organizational and professional technical changes would contribute to increased user participation and more inclusive services, we have in this period seen a decline in children's participation in their own child welfare processes. I guess the explanation for the discrepancy between words and learning when it comes to children's participation in child welfare is complex. Both the access of resources, the attitudes the organizations, caseworkers and the public's has to children, lack of knowledge about children and how they can be included, and dilemmas related to the antagonism between the child's need for participation and protection, and power structure between adults and children, affects children's opportunities for participation . The child Welfare has in recent years had a pronounced shift towards approaches that focus on prevention and negotiation. One of the questions this study points out is whether the organizational structure and approaches that follow from the efforts of the state and commune, follow the last one.nb_NO
