Gjennomføring av rehabiliteringsprosjekter i Midtbyen, utfordringer knyttet til prosjektering og drift med fokus på HMS og logistikk

Abstract

Bygningsmassen i Midtbyen blir eldre og har behov for rehabilitering. Trange gater med lite lagringsplass og publikumstrafikk skaper utfordringer under gjennomføringen byggeprosjektene i Midtbyen. Logistikken er derfor et sentralt tema for å skape en god flyt, kontroll og oversikt. Likevel blir logistikken planlagt underveis i prosjektene og er ikke prioritert i tidlig prosjekteringsfase.

Problemstillingen i denne oppgaven utforsker forbedringspotensialet knyttet til prosjektering og drift, med fokus på HMS og logistikk. Det er utfordrende og planlegge og gjennomføre en god logistikk. I oppgaven er det blitt kartlagt hvilke utfordingsområder som er knyttet til logistikk som oppstår ved et rehabiliteringsprosjekt i Midtbyen med utgangspunkt i Mercursenteret. Ved å få en bedre oversikt og kontroll i tidlig prosjekteringsfase kan man samordne og omorganisere logistikkaktivitetene. Dette vil være med på å skape et bedre arbeidsmiljø ved at man letter arbeidsbelastningen på fagarbeiderne, som igjen vil kunne gi en tids- og kostnadsbesparelse på prosjektene.

I oppgaven er det blitt benyttet kvalitative intervjuer hvor det har blitt belyst tre sentrale utfordingsområder knyttet til logistikk på byggeplassen: Planlegging og gjennomføring av logistikk, organisering av logistikk og HMS på byggeplass og miljøhensyn.

Det å etablere et eget logistikkteam vil sikre god planlegging og gjennomføring av logistikken på byggeplassen. Ved å ta i bruk et eget logistikkteam vil man frigjøre arbeidsoperasjoner som ikke inngår i fagarbeidernes fagfelt. På denne måten kan man skape en god flyt og kontinuitet på prosjektet. Det kan gi en positiv effekt i form av lavere sykefravær, større trivsel på byggeplassen og et lavere miljøutslipp. Ved hjelp av ekstern lagringsplass vil man redusere transportbelastningen inn til prosjektet og benytte seg av miljøvennlige transportmiddel. Gjennom denne endringen vil man kunne tilpasse seg de kommende restriksjonene knyttet til transport i sentrumsnære områder.

Det finnes mange muligheter for å gjøre prosjektgjennomføringen i Midtbyen enklere hvor omstrukturering er et nøkkelord. Omstrukturering vil være et fremtidsrettet tiltak for å tilpasse seg strengere krav fra byggherre og myndigheter.

The building stock in Midtbyen is getting older and needs rehabilitation. Narrow streets with limited space for storage, as well as traffic by civilians, creates challenges during the construction projects in Midtbyen. The logistics of these projects is therefore crucial for creating a good flow, control, and overview. The strategy of the logistics is planned during the projects and is not prioritized in the early design phase.

The research question in this thesis explores the potential for improvement related to planning and operation of the projects in Midtbyen, focusing on HSE and logistics. In this report, challenging areas related to logistics for a rehabilitation project in Midtbyen, based on Mercursenteret, has been identified. Coordination and reorganization of the logistics can be prioritised with the instrument of better overview and control in the early stages of the planning phase. This could contribute to create a better working environment, through reducing the logistic tasks for the craftsmen. This may result in saved time and costs for the project.

For this thesis, qualitative interviews were conducted. There were three key areas of challenge related to logistics at the construction sites in Midtbyen which were highlighted. These were: planning and implementation of logistics, organization of logistics and HSE at construction site and environmental considerations.

Establishing a dedicated logistics team will secure good planning and implementation of the logistics at the construction site. By employing a specialized team of logistics workers to take care of the logistic at the construction site, the craftsmen would be able to focus solely on conducting their own work operations. By this solution you could create a good flow and continuity of the project. This could have a positive effect in form of lower absence, greater work environment and lower environmental emissions. By practicing a solution with an external storage space, the contractor would reduce the transport load to the project and instead be able to use of environmentally friendly transportation. Through this change, it will be possible to adapt the upcoming restrictions related to transport in the central town areas of Trondheim.

There are many opportunities to make the project execution easier in Midtbyen. For most of these actions, reorganization is a key word. Reorganization will be a forward-looking proses, which would benefit the adaptations to stricter requirements from the construction client and government in the future.
