Kommunal klimadiskurs - diskursanalyse av kommunale klimastrategiar i Oslo, Bergen og Trondheim

Abstract

Fleire norske bykommunar har dei siste åra produsert strategidokument for arbeid retta mot å takle og motverke klimaendringar fram mot 2030. I denne studien gjer eg ein diskursanalyse av klimastrategiane til Oslo kommune, Trondheim kommune og Bergen kommune, med hovudfokus på narrative strukturar og roller. Konklusjonen frå analysen er at dei tre klimastrategiane presenterer svært like narrativ om «det grøne skiftet», der samfunnet står ovanfor ei omfattande «grøn» omstilling til «fornybarsamfunnet». Tekniske løysingar og teknologiutvikling speler ei nøkkelrolle her. Kommunane gjev seg sjølve rolla som tilretteleggjarar for at resten av samfunnet skal klare å omstille seg. Dei plasserer seg dermed i ein tydeleg maktposisjon med omsyn til å definere korleis eit framtidig klima- og miljøvenleg samfunn skal utformast.

Multiple Norwegian city municipalities have in the past few years produced strategy documents concerning efforts towards handling and counteracting climate change towards 2030. In this study, I perform a discourse analysis of the climate strategies of the municipalities of Oslo, Trondheim and Bergen, with the primary focus being on narrative structures and roles. The conclusion of the analysis is that the three climate strategies present very similar narratives on “the green shift”, where society stands before a comprehensive “green” adaptation towards “the renewable society”. Here, technical solutions and technological development play key roles. The municipalities give to themselves the role of facilitator, to enable the rest of society to adapt. They thus place themselves in a considerable position of power with regard to defining how a future climate and environment friendly society should be shaped.
