dc.description.abstractDenne masteroppgaven tar for seg ressursrente og ricardiansk rente i norsk havbruksnæring. Oppdrettsnæringens store lønnsomhet og miljøproblemer har gjort det aktuelt med en innføring av en grunnrenteskatt på næringen. Oppgaven undersøker om det eksisterer ressursrente og ricardiansk rente i den norske oppdrettssektoren, samt studerer utviklingen av rentene i årene 1986-2017. Som svar på dette pekes det på aktuelle beskatningsmetoder på oppdrettsnæringen. Med denne oppgaven skal vi forsøke å besvare om det er grunnlag for å innføre en grunnrenteskatt i havbruksnæringen. Oppgaven tar utgangspunkt i datagrunnlaget benyttet i Fiskeridirektoratets lønnsomhetsundersøkelser for årene 1986-2017. Oppgavens beregninger er basert på en kvantitativ tilnærmingsmetode. Innledningsvis presenteres oppdrettsnæringens historie og utvikling, samt miljøproblemer knyttet til næringen som gjør det nødvendig med reguleringer. Etterpå presenteres konsesjonssystemet for norsk oppdrettssektor og teorien bak ressursrente og ricardiansk rente. Deretter presenteres en modell for utregning av summen av ressursrente og ricardiansk rente, før resultatene presenteres. Avslutningsvis diskuteres våre resultater sammenlignet med andre og belyser mulige beskatningsmetoder. Resultatene fra oppgaven tyder på en profitabel oppdrettssektor, grunnet avkastning på fast kapital, ressursrente og ricardiansk rente. Fra denne ekstraprofitten kan det innføres en beskatning som vil tilfalle hele samfunnet. Det er viktig at denne beskatningen ikke skremmer vekk eksisterende og nye prosjekter innen oppdrettssektoren. Hvor stor denne skatteraten bør være, eller hvordan skatten skal settes gås ikke i dybden.
dc.description.abstractThis master thesis investigates the resource rent and the ricardian rent in Norwegian aquaculture. The increasing profitability and increasing level of environmental issues caused by the aquaculture sector has actualized the introduction of a resource rent taxation in the industry. This master thesis studies if there exists resource rent and ricardian rent in Norwegian aquaculture, and studies the development of these rents in the time period 1986-2017. As an answer to this we look at methods of taxation on the aquaculture sector. We will with this assignment try to answer whether there exists a foundation for implementing resource rent taxation in aquaculture. The profitability survey in the norwegian aquaculture industry by Fiskeridirektoratet in years 1986-2017 conclude the basis for our analysis. The calculations in this thesis are based on a quantitative approach. This thesis starts with presenting the history and development of the aquaculture industry, and environmental issues tied to the industry that makes it necessary with regulations. Then we present the norwegian licencing system and the theory behind resource rent and ricardian rent. Then we present a model for calculating the sum of resource rent and ricardian rent and present the results. Concluding we discuss our results compared with others and set light on possible ways of taxation. Our results suggest profitability in the norwegian aquaculture sector, backed by high returns to real capital, resource rent and ricardian rent. From this super profit we conclude that a tax which will accrue to the society may be introduced. This tax should not scare away existing and new projects in the aquaculture sector, and we do not look further into how this tax should be set or which size the tax rate should be.
