dc.description.abstractStortingsmeldingen 33 (2015-2016) anbefaler at det bør bli færre NAV-kontorer i Norge. På bakgrunn av dette ble det høsten 2018 vedtatt at NAV Kvinesdal, NAV Lyngdal, NAV Flekkefjord, NAV Farsund, NAV Hægebostad og NAV Sirdal skulle inngå i et stort interkommunalt samarbeid. Vertskommunen for dette samarbeidet er Kvinesdal kommune, og navnet på det nye samarbeidet heter NAV Lister. Organisasjonskulturen har en betydning for å lykkes med omstillinger og sammenslåinger. Det er ikke bare det økonomiske aspektet som spiller en rolle. Tilbakemeldinger fra de ansatte om hvordan de foretrekker at kulturen i NAV Lister skal være, kan være til en stor fordel for NAV Lister ledelsen og organisasjonen. I denne oppgaven kartlegger jeg organisasjonskulturen i NAV Kvinesdal, NAV Lyngdal, NAV Flekkefjord, NAV Farsund og NAV Sirdal. Jeg har benyttet meg av Cameron og Quinn’s (2013) rammeverk OCAI (Organizational Culture Assessment Instrument). I dette rammeverket er det fire ulike typer kulturretning for en organisasjon: klan, adhokrati, hierarki og marked. Rammeverket er velegnet til å identifisere om det er behov for endring av organisasjonskulturen i en organisasjon, slik som når flere organisasjoner skal slås sammen til èn. Min problemstilling er: Hva kan være viktige faktorer for å sikre en enhetlig kultur i det fremtidige NAV-kontoret? Følgende underspørsmål hjelper meg å svare på min problemstilling: • Hvilken organisasjonskultur har NAV-kontorene før den endelige sammenslåingen i 2020? • Hvilken organisasjonskultur ønsker de ansatte at det skal være i det nye sammenslåtte NAV-kontoret? • Er det stor forskjell i ansattes ønsker om samlet organisasjonskultur i den nye sammenslåtte NAV i forhold til NAV lederens ønske? • Hva bør organisasjonen gjøre for å initiere ønsket kultur? I teorikapittelet kommer jeg innpå definisjonen av begrepet organisasjonskultur. Videre trekker jeg inn de tre kulturelle nivåene (Schein, 2004): artefakter, verdier og normer og grunnleggende antakelser som ifølge Schein danner kultur. Jeg bygger også på rammeverket for å studere konkurrerende verdier Competing Values Framework (Cameron og Quinn, 2013). Data fra respondentene i de forskjellige NAV-kontorene er brukt til å kartlegge hvordan de ansatte ved NAV-kontorene identifiserer organisasjonskulturen før sammenslåingen til NAV Lister. Og hvordan de ønsker at organisasjonskulturen skal være etter sammenslåingen til NAV Lister. Resultatet av undersøkelsen viser at det er kulturelle forskjeller og likheter i de forskjellige NAV-kontorene ved nå-situasjonen. Mine funn viser også at det er små forskjeller i kulturprofilen til NAV Kvinesdal, NAV Lyngdal og NAV Flekkefjord sin nå-situasjon. De har alle en dominerende kulturprofil klan. Typiske kjennetegn ved denne kulturprofilen er å ha fokus på ansattes behov, tilfredshet og utvikling av de ansatte. Det vektlegges teamarbeid og deltakelse. Hovedoppgaven til lederen med denne kulturprofilen er å bemyndige de ansatte og legge til rette for deres deltakelse, engasjement og lojalitet. Derimot er det forskjell i nå-situasjonen i kulturprofilen til NAV Farsund, som har den dominerende kulturprofilen hierarki, og NAV Sirdal som har den dominerende kulturprofil marked. Det som er kjennetegn på kulturprofilen hierarki er at det er svært formalisert og strukturert sted å arbeide. Det er formelle regler og retningslinjer som holder organisasjonen sammen. Ledelse av de ansatte blir å sikre ansettelsesforhold og forutsigbarhet. Kulturprofilen marked kjennetegner at det en resultatorientert arbeidsplass. Ledelsen sin oppgave er å styre organisasjonen mot produktivitet, resultater og avkastning (Cameron og Quinn, 2013). I ønsket kulturprofil i NAV Lister ønsker alle NAV-kontorene å ha klan som kulturprofil.
dc.description.abstractThe white paper number 33 from the Norwegian Parliament (2015-2016) recommends that there are to be fewer NAV-offices in Norway. Because of this it was decided in the fall of 2018 that the NAV offices in the municipalities of Kvinesdal, Lyngdal, Flekkefjord, Farsund, Hægebostad and Sirdal where to merge into a more complex intermunicipal cooperation. The host for this corporation was decided to be Kvinesdal and the new name is NAV Lister. The organizational culture has a crucial impact in succeeding with restructuring and merging. It is not only the economical aspect that plays a crucial role. Feedback from the employees about what they prefer in the future culture of NAV Lister can be a great asset for the leadership and the organization as a whole. In this paper I will map out the organizational cultures in NAV Kvinesdal, Lyngdal, Flekkefjord, Farsund and Sirdal. I have used the framework by Cameron and Quinn (2013) called OCAI (Organizational Culture Assessment Instrument). In this framework there are four types of cultural categories for an organization. They are as following: clan, adhocracy, hierachy and marked. The framework is suitable to identify if there is a need for a change of the organizational culture within an organization. As for example when several organizations merge into one. My research question is the following: What can be important factors to ensure uniform cultural in the future NAV-office? The following sub-questions will help me answer my research question. • Which organizational culture does the NAV offices have before the final merge in 2020? • Which organizational culture does the employees wish there should be in the merged NAV-office? • Is there a great difference between employees that wish an assembled organizational culture in the new organization I relations to the leaders wishes? • What should the organization do to initiate the wished culture? In the theory chapter of this paper I will handle the definition of the term organizational culture. Onwards I will look at the three different cultural levels (Schein, 2004): artifacts, values, norms and fundamental assumptioms that according to Schein forms culture. I will also build on the "Competing Values Framework" (Cameron and Quinn, 2013). Data from the respondents in the different NAV offices are used to identify how the employees at the different NAV-offices look at the organizational culture before the merging into NAV Lister. And how they want the organizational culture to be now and preferred future organizational culture. The results of my research showd that there are cultural differences and similarities within the different NAV-offices with now-situation My findings suggest that there are small differences in the cultural profile to the NAV offices in Kvinesdal, Lyngdal and Farsund. They all have a dominating cultural profile which is clan. Typical sides with this profile is to have a focus on the employees needs, satisfaction and development of employees. The main task for the leader in this cultural profile is to authorize the employees and facilitate participation, eagerness and loyalty. On the other hand the cultural profile of the NAV office in Farsund is hierachy. and NAV Sirdal has the dominating profile of marked. In regards to Farsund and hierachy, which features a formalized and structured place to work. There are formal rules and guidelines that keeps the organization together. The leadership secures the working environment and predictability. The cultural profile of marked which is present in Sirdal has a result oriented focused work place. It is the leaders task to stear the organization towards productivity, results and economic return (Cameron and Quinn, 2013). In a wanted organizational profile of NAV Lister all of tie NAV-offices is to have clan as profile.
