dc.description.abstractDenne masteroppgaven undersøker hvordan «Vestre Toten-modellen» har blitt et forbilde innen lean i kommunal sektor. For å besvare oppgavens problemstilling har følgende forskningsspørsmål blitt stilt: (i) hva er modellens suksessfaktorer, (ii) hvordan blir modellen løftet frem som et forbilde, og (iii) hvorfor og hvordan bidrar Vestre Toten selv til å bli en foregangskommune innen lean. I oppgaven blir temaet «‘Vestre Toten-modellen’ som et forbilde» undersøkt empirisk gjennom en kvalitativ case-studie. Oppgavens teoretiske fundament er utvalgt litteratur om New Public Management, ny-institusjonell teori og organisasjonskonsept. Det empiriske datagrunnlaget består av dokumentstudier, seks intervjuer med pådrivere for Vestre Totens kommunes lean-satsing og tre observasjonsstudier av spredningsaktiviteter. Det har blitt utviklet et konseptuelt rammeverk for å besvare oppgavens problemstilling. Rammeverket viser sammenhengen mellom de empiriske funnene og forskningslitteraturen. Suksessfaktorene for «Vestre Toten-modellen» er at satsingen på lean er politisk og administrativt forankret i kommunen. Vestre Toten kommune har fattet et unikt lokalpolitisk vedtak om at det er obligatorisk for alle kommunens driftsenheter å implementere lean, og alle skal lykkes med konseptet over tid. Det har blir satt av betydelige ressurser i form av en egen lean-enhet som er dedikert til arbeidet med innføring av lean i alle enhetene. Kommunen har en strategi for å skape suksesshistorier som sprer seg i organisasjonen og setter inn alle tilgjengelige ressurser for at enhetene skal lykkes. Enhetene utfører organisasjonsendringer i henhold til den obligatoriske modellen og ytelsesforbedringer blir tilskrevet samme modell. Slik beholder «Vestre Toten-modellen» sitt gode omdømme og får legitimitet av omgivelsene. Innholdet i modellen er et resultat av kommuneadministrasjonens samlede erfaring og de stadige innrammingene som blir gjort for å tilpasse modellen til organisasjonens virkelighet. «Vestre Toten-modellen» blir forbedret og tillagt nye elementer gjennom et aktivt samarbeid mellom kommuneadministrasjonen og andre aktører i organisasjonsfeltet. Denne grundige og dynamiske utviklingen av modellen gir den legitimitet. «Vestre Toten-modellen» blir spredd ved at ulike aktører løfter frem Vestre Toten som et vellykket eksempel på innføring av lean i kommunal sektor. Det som blir spredd er ulike former for tekster, det vil si skriftlige og muntlige presentasjoner om «Vestre Toten-modellen» og et rykte om at modellen genererer tiltenkte effekter. Aktører i organisasjonsfeltet utfører innrammingstrekk ved å koble modellen til bredere diskurser i offentlig sektor. Kommunen har også egeninteresse i å spre modellen. Derfor samarbeider de med andre aktører og kommuniserer erfaringene sine utad. Erfaringene til Vestre Toten kommune blir kontinuerlig matet tilbake til den nasjonale diskursen om lean, hovedsakelig gjennom nettverket i Lean Forum Norge. Denne prosessen fører til at overbevisningen om at lean virker i kommunal sektor blir ytterligere styrket, og gir Vestre Toten status som foregangskommune innen lean. Eksisterende litteratur om lean i offentlig sektor sier lite om hvilke faktorer og mekanismer som gjør at en bestemt tolkning av konseptet får forbilde-status i organisasjonsfeltet. Oppgaven konkluderer med at «Vestre Toten-modellen» har blitt et forbilde gjennom flere sammenhengende prosesser i et nettverk med aktører som opptrer i flere roller. Kommunens administrative ledelse har hatt en overraskende stor rolle i å utvikle og spre modellen. Offentlige ledere sin rolle i å forme og spre organisasjonskonsept er et tema som gir grunnlag for videre forskning.
dc.description.abstractThis master thesis examines how “the Vestre Toten model” has become a role model of lean within the municipal sector. In order to answer the thesis question, the following research questions have been asked: (i) what are the model’s success factors, (ii) how is the model praised as a role model, and (iii) why and how does Vestre Toten itself contribute to become a pioneer municipality within lean. In this thesis, the topic “’the Vestre Toten model’ as a role model” is investigated empirically through a qualitative case study. The theoretical foundation of the thesis is a selected sample of literature on New Public Management, neo-institutional theory and management concepts. The empirical data collection comprises of document studies, six interviews with advocates for the commitment to lean in Vestre Toten municipality and three observational studies on dissemination activities. To answer the thesis question, a conceptual framework has been developed. This framework demonstrates the relations between the empirical findings and research literature. “The Vestre Toten model’s” success factor is that both the political and administrative leadership in the municipality is committed to lean. Vestre Toten municipality has carried a unique resolution that makes implementing lean mandatory in all municipal units, and all units shall succeed with the concept over time. There has been put aside a significant amount of resources in the form of a lean unit that is dedicated to implementing lean in all municipal units. The municipality has a strategy for creating stories of success that spread within the organisation and puts in all available resources to ensure that the units are successful. These units undergo organisational changes in accordance with the mandatory model and performance improvements are attributed to the same model. In such manner, “the Vestre Toten model” has maintained its good reputation and is legitimised by the environment. The content of the model is a result of the collective experiences of the municipal administration and the continuous framing that is being done in order to customise the model to the organisational reality. “The Vestre Toten model” keeps improving and new elements are added through an active cooperation between the municipal administration and other actors in the organisational field. This thorough and dynamic development of the model gives it legitimacy. “The Vestre Toten model” is spread due to different actors praising Vestre Toten as a successful example on adopting lean in the municipal sector. Several forms of texts, that is written and oral presentations on “the Vestre Toten model”, and a reputation that the model generates intended effects, are being spread. Actors in the organisational field perform framing moves by connecting the model to broader discourses in the public sector. The municipality also has a self-interest in spreading the model, therefore they cooperate with other actors and communicate their experiences. The experiences of Vestre Toten municipality is continuously fed back to the national discourse on lean, mainly through the network in Lean Forum Norway. This process leads to further reinforcement of the belief that lean does work in the municipal sector and gives Vestre Toten status as a pioneering municipality within lean. Existing literature on lean in the public sector scarcely touches on which factors and mechanisms that make a specific interpretation of the management concept receive the status as a role model in the organisational field. The conclusion of the thesis is that “the Vestre Toten model” has become a role model through several interrelated processes, in a network of actors that undertake a multitude of roles. The municipality’s administrative leadership has played a surprisingly large role in developing and spreading the model. The role of public leaders in forming and spreading management concepts is a topic which gives ground for further research.
