dc.description.abstractSammendrag: Menneskers arealforbruk anses å være den største trusselen mot tap av naturmangfold. Norge har kun 3 prosent matjord av totalarealet, og har derfor en av verdens strengeste lovverk i jordloven, og konkretisering i målet om jordvern. Likevel er matjord utsatt for nedbygging i kommunale arealplaner. Kamp om ressurser er et sentralt tema i sosiologien. Denne avhandlingen analyserer kamper om å definere sannheten om jordressursen i ulike politiske prosesser. For å gjøre dette anvender den metodologien situasjonsanalyse for å analysere komplekse empiriske spørsmål som utspiller seg på flere arenaer. Avhandlingen går inn i det konkrete og empiriske, og beskriver jordvern som et situert fenomen i fire case: 1) Det historiske jordvernet i jordloven og endringer i denne, 2) jordvernet i kommuneplan Trondheim, som er avhandlingens dybdestudie, 3) jordvernets tilsynelatende suksesshistorie Toronto som kontrastcase, og 4) jordvernet i organisasjonssfæren på nasjonalt nivå i Norge. Jordloven forbyr i utgangpunktet å bruke matjord til andre formål, utenom i «særlige tilfeller». Hva som regnes som «særlige tilfeller», er sosialt skapt. Disse særlige tilfellene defineres i forbindelse med utarbeidelse av kommuneplaner. Kommuneplanens arealdel er både et dokument, et kart og en prosess, men også en styringsteknologi, som legger rammer for fordeling av ressurser. Planen beskriver hvilke områder en kommune i framtiden skal bruke til ulike samfunnsformål. Beslutninger gjennom planer kan oppfattes som rasjonelt og demokratisk. Avhandlingen antyder at det norske verneinstituttet undervurderer hvor sentralt både diskurser og virkelighetsforståelser er i politikkutformingen om disse arealene. Kampen om definisjonsmakten foregår innenfor større, overordnede førende tankesystemer på samfunnsnivå, såkalte diskurser, som kan bli førende for hva som framstilles som de viktigste problemene, og hvilke løsninger som oppleves som mulige og gyldige. Arbeidet identifiserer språklige handlinger som på ulike måter orienterer seg mot atferden til andre aktører ulike steder i jordpolitikkfeltet. Mange av handlingene handler om å søke å definere virkeligheten for å oppnå ulike mål. Avhandlingen tematiserer hvordan kunnskap etableres og brytes i møtet mellom arenaer, der begrepet «jordvern» åpner og lukker ulike diskurser. Formålet har vært å identifisere meningsskaping om jordvern, og hvordan ulike typer kunnskap virker i ulike situasjoner og på ulike arenaer.nb_NO
dc.description.abstractSummary: Human land use is considered the greatest threat to loss of biodiversity on a global scale. Only 3 per cent of Norway’s total land area is farmland, and therefore Norway one of the world's most stringent farmland preservation laws in the Land Act and a specification in the farmland preservation goal. However, land is regularly subject to conversion in municipal land use plans. Battle over resources is a central theme in sociology. This dissertation analyses struggles to define the truth about farmland resources in various political processes. To do this, it uses situational analysis to analyse complex empirical issues that take place on multiple arenas. The dissertation describes farmland preservation as a situated phenomenon in four cases: 1) farmland preservations history in the Land Act and its changes, 2) farmland preservation in Trondheim’s municipal land-use plan, which is the thesis's in-depth study, 3) farmland preservation’s apparent success story in Toronto’s Greenbelt as a contrast case, and 4) the farmland preservation on the organizational sphere at the national level in Norway. In principle, the Land Act prohibits use of farmland for other purposes than food production, except in "special cases". What is considered "special cases" is socially created. These special cases are defined in connection with the preparation of municipal plans. The land use plan is both a document, a map and a process, but also a technology of governance, which provides a framework for allocating resources. The plan describes which areas the municipality in the future will use for various social purposes. Making decisions through plans can be understood as rational and democratic. This thesis suggests that Norway’s farmland preservation policy underestimates how central discourses and understandings of reality are in political decisions about land. The power struggle to define reality takes place within larger, overall systems of thought, so-called discourses, which affect what is presented as the most important problems, and what solutions are perceived as possible and valid. The thesis identifies linguistic actions that in different ways orient themselves towards the behaviour of other actors in the farmland policy field. Many of the actions try to define reality in order to achieve different goals. The dissertation thematises how knowledge is established and changes between arenas, where the concept of "farmland preservation" opens and closes various discourses. The purpose has been to identify meaning creation on farmland preservation, and how different types of knowledge exists in different situations and on different arenas.nb_NO
